Victims can seek $150,000 per image plus legal fees and court orders to stop the sharing or removal of the content. It covers images of private body areas (genitals, buttocks, or female nipples), sexual fluids, or sexual conduct, but only when the victim had a reasonable expectation of privacy. The law excludes law enforcement actions conducted under a valid warrant.

The STEM RESTART Act creates a new federal grant program to help mid-career workers (unemployed or underemployed, particularly from rural areas) return to STEM careers through "returnship" programs. It provides funding for small businesses (50-499 employees) to receive $100,000-$1 million annually and medium businesses (500-9,999 employees) to receive $500,000-$5 million annually to develop these programs. The grants require programs to last at least 10 weeks, provide above-entry-level compensation and benefits, and lead to full-time employment with career advancement opportunities. The Student Empowerment Act (HR 939) expands the use of 529 college savings plans to cover more K-12 education costs. It allows families to use these tax-advantaged savings for tuition, curriculum materials, books, online learning, approved tutoring (by licensed instructors), standardized test fees, dual enrollment, and educational therapies for students with disabilities. Homeschooling expenses are included if they meet state requirements. Protecting Americans’ Social Security Data Act This bill prohibits political appointees and special government employees from accessing Social Security data systems that contain personally identifiable information about Social Security beneficiaries. Specifically, political appointees and special government employees may not access systems maintained by the Social Security Administration (SSA) that issue or record Social Security account numbers, that are used to determine eligibility for or to pay Social Security benefits, or that otherwise contain personally identifiable information about individuals receiving or applying for benefits.  The bill also establishes a civil right of action for an individual whose information was negligently accessed or disclosed in violation of these provisions. The individual may bring suit against the United States if the violator was a U.S. employee or officer, or against the violator if they were not a U.S. employee or officer. Such a claim must be brought within two years of the affected individual’s discovery of the violation. Upon a finding of liability, defendants are liable for specified monetary damages.  If an individual is criminally charged or subject to proposed disciplinary or adverse action by a federal or state agency for having accessed or disclosed information in violation of these provisions, SSA must notify the individual whose information was accessed or disclosed of the violation as soon as practicable.  Finally, the bill requires the SSA Office of the Inspector General to investigate and report to Congress on any unauthorized access to or disclosure of information in a beneficiary data system.

This bill, titled the "Nobody Elected Elon Musk Act," makes the head of the Department of Government Efficiency personally liable for any legal claims against the federal government related to the department's activities. The department leader, defined as a special Government employee, would cover costs for claims arising from violations of labor laws, data privacy laws, security threats, or other federal statutes. This shifts financial responsibility from the government to the department leader for all such claims.
