Requires certain health insurance providers to ensure that coverage for a nonopioid prescription drug is available as an alternative for an opioid prescription drug and to use the same utilization review requirements and cost-sharing provisions for opioid and nonopioid drugs when they are prescribed for the same treatment. Requires the Pharmacy and Therapeutics Committee to include nonopioid prescription drug alternatives to opioid prescription drugs with the same utilization review requirements when making recommendations to the Oregon Health Authority for the preferred drug list and Practitioner-Managed Prescription Drug Plan.

] Allows [ the Marion County ] a county court or board of county commissioners in any county to establish a justice of the peace district that includes the county seat. Increases the personal payment that may be charged for marriage solemnization and directs the State Court Administrator to adjust the payment amount to reflect changes in the Consumer Price Index.

] Changes the metrics for a homestead's real market value and the household income of a claimant in order to expand eligibility for the homestead property tax deferral program. Requires the Legislative Revenue Officer to submit a report to the Legislative Assembly about the equity that claimants hold in their homesteads and the advantages and disadvantages of determining program eligibility on the basis of equity rather than household income.

] Requires the Housing and Community Services Department to award [ grants ] loans for the predevelopment costs of affordable housing [ and a grant to assist nonprofits receiving grants or loans under this Act. Sunsets January 2, 2028 ]. Requires the department to adopt initial rules by June 1, 2026, and to combine other existing predevelopment loan programs. [ Establishes the Affordable Housing Predevelopment Loan Fund. Continuously appropriates moneys in the fund to the department to award loans for predevelopment costs of affordable housing. ] [ Appropriates moneys from the General Fund to the department for grants and loans. ] Declares an emergency, effective on passage.

Creates workplace violence prevention requirements for certain health care entities. Excludes the Oregon State Hospital from such requirements. Requires the Department of Consumer and Business Services to prepare and submit a consolidated report of workplace violence incidents. Requires certain health care employers and home care settings to take certain actions to protect workers against risks of violence and other safety-related risks.

] Prohibits willfully selling or using software that is designed to circumvent, thwart, interfere with or evade a control or measure, including a security measure or an access control system, that an operator, ticket seller or reseller establishes or uses to ensure an equitable distribution, sale or resale of admission tickets for an entertainment event, including a public or private presale of admission tickets. [ Prohibits a person from offering or selling an admission ticket to a retail purchaser unless the person discloses the initial price and total price of the admission ticket before requiring the purchaser to provide payment information. Requires the seller to make additional disclosures. ] Prohibits a person from willfully using, without prior authorization, an Internet domain name or subdomain name that names a venue, names an entertainment event or a person that is scheduled to appear or perform at the entertainment event or is substantially similar to the name of the venue, of the entertainment event or the person or entity that is scheduled to appear or perform at the entertainment event. Prohibits a person from publishing or causing another person to publish a website that has or uses text, images, graphics, a design or other material that is so substantially similar to the intellectual property of an operator or venue as to mislead a reasonable visitor to the website into believing that the website is affiliated with the operator or venue . [ Prohibits a reseller from selling or offering for resale an admission ticket unless the reseller has actual or constructive possession of the admission ticket and makes certain disclosures before completing the sale. ] Punishes violations of the Act as an unlawful practice under the Unlawful Trade Practices Act.

] Directs the State Board of Education to ensure that [ academic content standards for core subjects include sufficient instruction on the causes and effects of climate change and strategies for responding to such causes and effects ] any revisions to the academic content standards for certain core subjects include standards that address the causes and effects of climate change and strategies for mitigating, adapting to and strengthening community resilience to those causes and effects . Applies to academic content standards that are reviewed and revised on or after the effective date of the Act.

] [ Directs the Housing and Community Services Department to establish a program to issue low-interest short-term loans for the construction of mixed income housing. ] Amends the definition of "residential housing" to include certain mixed income housing. Requires the Housing and Community Services Department to adopt rules for long-term financing of residential housing on or before January 1, 2027. Requires the department to report on recommendations for mixed income housing by November 15, 2025, and report on updates to the interim committees of the Legislative Assembly related to housing by September 15, 2026. [ Establishes the Mixed Income Public Development Loan Fund to be continually appropriated to the department for those purposes. ] Reduces limitations on the mixed income housing that housing authorities may finance, develop, own, operate or manage. Takes effect on the 91st day following adjournment sine die.

Establishes a community-based perinatal services access program to increase access to culturally specific and culturally competent community-based services during the perinatal period. Expands coverage in the medical assistance program and under health insurance policies for services provided by doulas, lactation counselors and lactation educators. Directs the Health Licensing Office to adopt rules to regulate the practice of lactation counselors and lactation educators.

[ Instructs the State Fish and Wildlife Commission to adopt rules that prohibit ] Prohibits a person from taking a beaver on waters or watersheds that are classified in a certain manner or on public land that is within the watersheds or within 200 feet of the ordinary high water mark of the waters. [ Creates an ] Provides exceptions, including an exception for employees of federal and state land management agencies.
