Requires courts to delay residential eviction trials for nonpayment until at least 90 days following [ approval of ] defendants' motion and declaration regarding their health-related social needs housing supports. Requires the Judicial Department to make conforming updates to the nonpayment termination notice. Becomes operative on September 1, 2025. Sunsets on September 28, 2027. Requires the Housing and Community Services Department to prioritize housing funding for children under 12 months of age and to annually report to the interim committees of the Legislative Assembly related to housing on the rate of children experiencing unsheltered homelessness. Declares an emergency, effective on passage.

] [ Directs the Department of Human Services and the Housing and Community Services Department to collaborate on recommendations for funding to meet the needs of youth experiencing homelessness. ] Modifies the list of persons who may receive services and assistance funded by the Emergency Housing Account. Establishes [ that landowners and persons acting as farmworker camp operators are jointly and severally liable for operating a farmworker camp on the landowner's property unless certain conditions are met. ] joint and several liability for landowners under certain circumstances involving the operation of farmworker camps. Creates a rebuttable presumption that a landowner did not know and could not reasonably have known of the operation of an unregistered farmworker camp on the landowner's property if the landowner produces a lease agreement expressly prohibiting such activity. Modifies remedies that may be sought for violations of certain requirements for farmworker camps.

Directs the Oregon State University Extension Service and the College of Agricultural Sciences of Oregon State University to study the distribution and occurrence of perfluoroalkyl and polyfluoroalkyl substances (PFAS) found in biosolids applied to agricultural fields that do not produce crops intended for human consumption. Directs the extension service and college to submit a final report to the interim committees of the Legislative Assembly related to agriculture not later than September 1, 2028. Declares an emergency, effective on passage.

] [ Establishes the Task Force on Impacts of Ballot Measures 5 and 50. Requires the task force to study the disparate impacts, if any, of the ballot measures on historically disadvantaged communities and submit a report to the interim committees of the Legislative Assembly related to taxation no later than December 15, 2026. ] Directs the Legislative Fiscal Officer to analyze and prepare a report on the current state property tax system and options to modernize the state property tax system. Requires the officer to submit the report to the interim committees of the Legislative Assembly related to revenue no later than December 1, 2026. Sunsets [ the task force ] January 2, 2027. Takes effect on the 91st day following adjournment sine die.

Allows the Housing and Community Services Department to use Local Innovation and Fast Track Housing Program Fund moneys for factory-built housing. Requires the department to hire a contractor to support the factory-built housing industry. Requires the department to report on outcomes to the interim committees of the Legislative Assembly related to housing by September 15, 2027. Sunsets January 2, 2028. Takes effect on the 91st day following adjournment sine die.

Requires certain health insurers, the Oregon Educators Benefit Board and the Public Employees' Benefit Board to cover treatment for perimenopause, menopause and postmenopause.

Directs the Public Utility Commission to consider the cumulative economic impact of an electric or natural gas company's proposed residential rate or schedule of rates. Requires an electric or natural gas company to file an analysis of the cumulative economic impact on the company's residential rate payers if the company's return on equity is subject to review and modification. Authorizes the commission to adjust rates to mitigate an increase in residential customer rates if the increase would affect the ability of customers to maintain adequate utility services. Prohibits any increase in residential rates from taking effect from November 1 to March 31. Directs the commission to require an electric or natural gas company to establish a multiyear rate plan for certain rate revisions. Prohibits, until January 2, 2027, or the date the commission adopts rules regarding multiyear rate plans, certain rate increases from taking effect within 18 months from the date of the last rate increase. Authorizes a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with certain capital investments, retiring a generation asset, environmental remediation or an event in which the availability of electricity or natural gas within a regional energy market is significantly constrained. Requires an electric or natural gas company to provide and make public a visual representation of cost categories included in the company's residential customer rates and a report on any rate adjustments the company expects within the next 12 months. Declares an emergency, effective on passage.

Directs the Oregon Health Authority to provide information on the screening protocol for cytomegalovirus to hospitals and birthing centers. Requires the authority to establish by rule a newborn screening protocol for cytomegalovirus. Eliminates the requirement if cytomegalovirus is added to the newborn bloodspot screening panel. Takes effect on the 91st day following adjournment sine die.

] [ Requires the Oregon Health Authority to study the effects of House Bill 2697 (2023). Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026. ] [ Sunsets January 2, 2027. ] Directs that a hospital shall comply with either the nurse staffing plan for a unit if a nurse staffing plan for the unit has been adopted or, if a nurse staffing plan for the unit has not been adopted, the applicable statutory nurse-to-patient staffing ratio for the unit. Allows the Oregon Health Authority to consolidate multiple complaints related to hospital staffing ratios that contain the same allegations or allegations based on the same set of facts into a single investigation or enforcement action. Directs the authority to give priority to the investigation and disposition of complaints related to hospital staffing ratios that contain allegations that occur on or after June 1, 2025. Creates a violation for failure to adopt a hospital-wide nurse staffing plan, comply with a nurse staffing plan that has been adopted for a unit, or comply with a statutory nurse-to-patient staffing ratio for a unit if a nurse staffing plan has not been adopted for a unit. Prohibits the imposition of a civil penalty for a violation for failure to comply with a statutory nurse-to-patient staffing ratio for a unit if the hospital took certain actions in efforts to comply. Takes effect on the 91st day following adjournment sine die.
