Removed the requirement for the State Fish and Wildlife Commission to adopt rules; the bill now directly prohibits taking beavers in specific areas instead.

Added requirement for the State Department of Fish and Wildlife to publish a map of protected areas and update it every two years.

Added explicit protections for tribal treaty rights and cooperative management agreements with tribes.

Expanded the areas where the law does not apply to include private lands and areas below the ordinary high water line of navigable waterways on private land.

Changed the language from instructing the commission to adopt rules to directly stating prohibitions on taking beavers in classified waters and public lands.
