This resolution encourages people around the world to work to achieve the goal of zero new HIV transmissions, zero discrimination, and zero AIDS-related deaths, in order to end the HIV epidemic in the United States and around the world by 2030. The resolution supports continued funding for prevention, care and treatment services, and research programs for communities impacted by HIV and people living with HIV in the United States and globally. The resolution supports continued leadership by the United States in domestic, bilateral, multilateral, and private sector efforts to fight HIV. Finally, the resolution urges other members of the international community to sustain and scale up their support for and financial contributions to efforts around the world to combat HIV.

No Emergency Crude Oil for Foreign Adversaries Act This bill prohibits exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, Russia, North Korea, and Iran. Specifically, the bill directs the Department of Energy (DOE) to require as a condition of any sale of crude oil from the SPR that the oil not be exported to such countries. However, DOE may issue a waiver of the prohibition if the sale of crude oil is in the national security interests of the United States. In addition, DOE must report on (1) the route to destination and place of refinement of all crude oil sold at auction from the SPR since November 23, 2021, and (2) the ownership of the refinement facilities at which such crude oil was refined.

Technology Grants to Strengthen Domestic Mining Education Act of 2022 or the Mining Schools Act of 2022 This bill establishes a grant program for mining schools to recruit students and enhance educational programs, including those related to critical mineral and rare earth element exploration, extraction, and refining.

This resolution recognizes the efforts and sacrifices of the wildland firefighters who have risked their lives to fight intense wildfires in 2022. The resolution also (1) expresses support for communities throughout the West as they focus on recovery and rebuilding areas and communities affected by wildfires, and (2) extends gratitude to the families and loved ones of wildland firefighters for supporting the wildland firefighter community.

Senator James L. Buckley Seashore Designation Act This bill designates the Staten Island Unit of the Gateway National Recreation Area in New York as the Senator James L. Buckley Seashore.

This bill requires law enforcement officers of the Environmental Protection Agency to provide notice to state and local law enforcement agencies before executing and serving warrants.

Fairness for American Victims of State-Sponsored Terrorism Act This bill authorizes and provides funding for additional payments from the U.S. Victims of State Sponsored Terrorism Fund. Specifically, the bill (1) provides lump-sum catch-up payments from the fund to 9/11 victims and their families; and (2) makes victims of the 1983 bombing of the U.S. Marine Corps barracks in Beirut and their families eligible for lump-sum catch-up payments from the fund. The bill also rescinds specified unobligated funds that were provided for (1) the Small Business Administration's Paycheck Protection Program, and (2) emergency rental assistance.
