Bill A 864 requires each regional economic development council in New York to establish an immigrant integration advisory board. Each board, composed of nine members appointed from immigrant communities within the region, must meet quarterly and submit annual reports to the council with specific recommendations. These reports must address improving educational opportunities, English language learning, workforce development, job access, and entrepreneurship support for immigrants. The boards advise councils on policies to advance economic, social, and civic integration of foreign-born residents in their region.
Prohibits the enforcement of mandatory arbitration agreements clauses and joint-action waivers with respect to workplace disputes; clarifies that section 7515 of the civil practice laws and rules applies retroactively to nullify pre-existing illegal mandatory arbitration clauses.
Authorizes licensed clinical social workers to provide services to injured employees under workers' compensation coverage; establishes special authorization shall be provided by the clinical social work practice committee.
Provides that contractors and subcontractors to cable television companies who are assessed penalties for two separate violations of payroll reporting requirements shall be ineligible to submit a bid on or be awarded any public work contract with the state, any municipal corporation or public body for five years; provides that cable television companies shall be subject to the requirement that workers on certain excavation projects be paid not less than a prevailing rate of wage.
Relates to the Incarcerated Individuals Responsibility and Fair Wages Act; establishes a minimum wage for incarcerated individuals of five dollars per hour; establishes a prison incarcerated individual fund where up to forty percent of an incarcerated individual's wages can be sent to their family to help pay for certain expenses.
Provides for comparable salary and other benefits for state employees designated managerial or confidential to ensure such employees receive an increase in salary at least equal to the percentage of the general salary increases provided to employees in a bargaining unit that receives the highest percentage general salary increase and other benefits.
Implements several programs to improve indoor air quality, including establishing photo-catalytic air scavenging technology certification centers and a weatherization and energy efficiency training program; establishes the office of workforce development and indoor air quality management training, minimum wage rates for indoor air quality workers, and the indoor air quality fund.
Requires certain businesses licensed to practice appearance enhancement, cosmetology, and/or barbering provide adequate handwashing facilities and such facilities are used between clients; requires gloves be provided.
Establishes the "jobs and housing act"; directs the private housing finance agency to develop and administer a jobs and housing pilot program to construct and preserve housing, including workforce housing, that is affordable to low and moderate income persons, and creates jobs for those who build and work in such housing.
