Protection of Historic Monuments and Memorials; Citing this act as the "Historic Florida Monuments and Memorials Protection Act"; preempting all removal, damage, and destruction of historic Florida monuments and memorials; providing that any existing or future ordinance, regulation, or rule to the contrary, and certain actions by elected or appointed local government officials, are void; providing that it is no defense that a local government was acting in good faith or upon the advice of counsel; prohibiting the use of public funds to defend or reimburse unlawful conduct of certain persons, etc.

Florida Museum of Black History; Providing legislative intent; establishing the Florida Museum of Black History Board of Directors; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.

Community Redevelopment Agencies; Revising the structure of community redevelopment agencies to require a governing body to declare itself to be an agency; prohibiting a governing body from adopting any modification to a community redevelopment plan which expands the boundaries of the community redevelopment area or extends the time certain set forth in the redevelopment plan; revising the authorized activities of community redevelopment agencies; prohibiting community redevelopment agencies from paying for or financing by increment revenues certain projects; revising the date on which community redevelopment agencies must terminate, etc.

Department of Financial Services; Revising which subsystem the Chief Financial Officer reports from; specifying that the department is the functional owner of the Financial Management Subsystem; authorizing the department to accept a credit card payment for a specified down payment; revising the circumstances under which a licensing authority must issue a license by endorsement to practice funeral directing; requiring owners and users to install a carbon monoxide detector or alarm on certain boilers and fire pressured vessels; creating the Florida Firefighter Recruitment Bonus Payment Program for a specified purpose, etc.

Land Use and Development Regulations; Prohibiting a county from requiring an applicant to take certain actions as a condition of processing a development permit or development order; deleting language authorizing the owner of an agricultural enclave to apply for a comprehensive plan amendment; revising the expedited state review process for the adoption of comprehensive plan amendments; requiring an approving agency to administer plat submittals and take specified actions within a certain timeframe; providing requirements for certain recreational covenants recorded on or after a certain date, etc.

Executive Branch; Revising policies regarding equal employment opportunity in state government; repealing a provision relating to utilization of minority business enterprises in contracts for public construction works; revising provisions governing preferences for Florida-based businesses in procurement; repealing a provision relating to the certification of minority business enterprises; authorizing the Attorney General to bring a civil action against a vendor or affiliate that violates specified provisions, etc.

Community-based Care Lead Agency and Subcontractor Liability; Revising the minimum per occurrence and aggregate limit amounts of general liability insurance coverage that must be obtained as a part of certain contracts; reducing the limit on net economic damages in tort actions brought against community-based care lead agencies or employees; providing that a community-based care lead agency and its subcontractors are not liable for certain claims and judgments arising out of a given incident or occurrence when such claims or judgments exceed a specified aggregate amount, etc.

Transportation Facility Designations/Harris Rosen Way and Geraldine Thompson Way; Providing honorary designations of certain transportation facilities in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Benefits for Firefighters Injured During Training Exercises; Providing that a firefighter and his or her spouse and dependent children are eligible for certain insurance coverage if the firefighter is totally and permanently disabled during an official training exercise; providing a declaration of an important state interest, etc.

Third-party Reservation Platforms; Citing this act as the “Restaurant Reservation Anti-Piracy Act”; specifying that a third-party reservation platform does not include certain contractual designees; prohibiting a third-party reservation platform from listing, advertising, promoting, selling, or otherwise enabling a reservation at a public food service establishment; authorizing the Division of Hotels and Restaurants of the Department of Business and Professional Regulation to impose a civil penalty not to exceed a specified amount for a violation of the act or of a division rule, etc.
