Power of County Commissioners to Levy Special Assessments; Deleting special assessments as a source of funding for certain municipal facilities and services; deleting the ability of the legislative and governing body of a county to levy and collect special assessments; deleting special assessments as a mechanism to finance services or programs rendered specially for the benefit of property or residents in unincorporated areas, etc.

Transportation Concurrency; Revising which facilities must be identified in the capital improvements element of a comprehensive plan that imposes transportation concurrency, etc.

Local Governing Authorities; Providing that certain construction projects are exempt from concurrency; authorizing a local government to grant a construction project at a charter school an exemption from concurrency; providing a method for a developer to provide a certain contribution in lieu of paying an education impact fee; restricting building requirements that may be imposed by a local governing authority against a startup charter school, etc.

Clinical Laboratory Personnel; Deleting requirements that the Department of Health conduct examinations for clinical laboratory personnel licensure and register clinical laboratory trainees; repealing provisions relating to approval of laboratory personnel training programs; requiring that applicants for licensure as a technologist or technician who meet specified criteria be deemed to have satisfied minimum qualifications for licensure, as applicable, etc.

Housing; Providing and revising definitions; revising eligibility requirements for a specified affordable housing tax exemption; authorizing certain adaptive reuse projects to be eligible for a certain tax exemption; requiring a taxing authority to conduct an assessment on the need for certain affordable housing and present the assessment at a specified meeting; authorizing certain developments to abate certain future ad valorem property taxes by paying a specified amount at the time a building permit is issued; creating the "Florida Housing Revitalization Act', etc.

Fire Detection and Alarm Documents; Providing that certain fire alarm contractors are not required to be licensed as engineers; requiring that fire detection and alarm system documents be prepared by specified persons for specified new buildings or additions to existing buildings that provide certain fire suppression systems; providing exceptions, etc.

Employment Rights; Revising the definition of the term “independent contractor”; revising the prohibitions against retaliatory personnel action against an employee by his or her employer; providing that an employee may not recover in an action against an employer for a retaliatory personnel action unless the employee can prove certain claims by clear and convincing evidence; requiring, rather than authorizing, a court to award reasonable attorney fees and costs to the prevailing party for retaliatory personnel actions, etc.

Relief of the Estate of Mark LaGatta by the Department of Transportation; Providing for the relief of the Estate of Mark LaGatta; providing an appropriation to compensate the estate for injuries and damages sustained by Mark LaGatta as a result of the negligence of the Department of Transportation; providing a limitation on compensation and the payment of attorney fees, etc. CLAIM WITH APPROPRIATION: $2,200,000

Sanitary and Stormwater System Standards; Requiring that all sanitary and stormwater systems in counties and municipalities, respectively, comply with specified state Department of Transportation standards for certain elements; providing inspection requirements for such systems; specifying that certain local standards are superseded, etc.

Construction Defects; Providing that deviations from the initial plans and specifications for construction projects are not considered construction defects; revising the timeframe in which a claimant representing more than a certain number of parcels must serve written notice of claim to certain parties; revising the timeframe in which the parties served may perform a reasonable inspection of the property; revising the persons to whom the parties served may serve a notice of claim, etc.
