Critical Minerals Independence Act

Maddy summaryHR 6826, the Critical Minerals Independence Act, expands a federal tax credit for advanced manufacturing to include "black mass" - the material recovered from processing spent lithium-ion batteries. The bill defines black mass as the intermediate solid material containing metals like lithium, nickel, and cobalt, before it is purified into individual components. This change directly affects battery recycling companies and manufacturers who process spent batteries, allowing them to claim the tax credit for components made from this material. The provision applies to components produced and sold after December 31, 2024.

Transnational Fentanyl Prevention Act

Maddy summaryHR 6828, the Transnational Fentanyl Prevention Act, requires the CIA to produce a detailed intelligence assessment on the Sinaloa and Jalisco cartels within 90 days of the bill’s enactment. The assessment must cover cartel leadership, drug smuggling routes, chemical supply chains for fentanyl production, marketing tactics targeting U.S. consumers, and efforts to undermine U.S. and Mexican counternarcotics operations. It also mandates an annual revenue estimate for these cartels, disaggregated by drug type. This bill does not create new laws or policies but directs Congress to receive this intelligence report to inform future counterdrug strategies. The report will be submitted to specific congressional committees, including intelligence and foreign affairs panels.

Military CARE Act

Maddy summaryThis bill establishes a digital system for TRICARE members to electronically file and track complaints about access to care at military medical facilities. It requires the Defense Department to create a system where beneficiaries can submit complaints online, view their status in real time, and have complaints automatically aggregated quarterly for review. The system mandates annual reports to Congress comparing complaint types (e.g., specialty vs. primary care, pediatric vs. non-pediatric, administrative hurdles) and detailing facility-level actions taken to address issues. The goal is to improve transparency and accountability in military healthcare access.

Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

UPLIFT Act

Maddy summaryThe UPLIFT Act creates a new federal tax credit for households with high residential energy costs. It allows individuals to claim up to $1,200 (or $2,400 for joint returns) annually for electricity, natural gas, or propane used in their primary U.S. home, but only when average energy prices exceed 102% of the prior year's level. The credit phases out for taxpayers earning over $75,000 (single) or $150,000 (joint), and refunds won't count as income for means-tested programs like SNAP. This directly affects renters and homeowners with qualifying energy expenses in their primary residence.

Scam Defense Strategy Act

Maddy summaryHR 6770, the Scam Defense Strategy Act, requires the Commander of U.S. Cyber Command to submit a report within six months to Congress detailing recommended actions for the Secretary of Defense to defend U.S. citizens, assets, and interests against transnational organized crime networks linked to the Chinese Communist Party that operate digital scams. The bill addresses networks estimated to steal $43.8 billion annually through scams targeting Americans, including vulnerable groups like the elderly, with $1.9 billion in losses reported in 2024 alone. The report must cover cyber defense strategies to counter these networks, which the bill states are tied to Chinese state support, threaten U.S. defense priorities near military bases in the Philippines, and involve human trafficking. Automatic IRA Act of 2025

Maddy summaryThis bill establishes a framework for automatic retirement savings plans, requiring most employers to automatically enroll employees in Individual Retirement Arrangements (IRAs) with the option to opt out. Employees would be automatically enrolled at 6% of their salary in the first year, increasing to 10% over time, with employers making contributions and providing default investment options. Employers who fail to implement these plans would face a $10 daily penalty per employee, though small businesses with fewer than 10 employees are exempt. The bill also creates a $500 annual tax credit for small employers to help offset implementation costs during the first three years of participation.
