Advisory Council on Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections and Pediatric Acute-Onset Neuropsychiatric Syndrome; sunset. Extends from July 1, 2020, to July 1, 2028, the sunset of the Advisory Council on Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections and Pediatric Acute-Onset Neuropsychiatric Syndrome.

Board of Medicine; Board of Dentistry; Board of Optometry; Boards of Medicine and Nursing; patient counseling; treatment with opioids. Directs the Board of Medicine, the Board of Dentistry, the Board of Optometry, and the Boards of Medicine and Nursing to amend their regulations to require the provision of certain information to patients being prescribed an opioid for the treatment of acute or chronic pain. The bill requires that the regulations include an exception to the required provision of such information for patients who are (i) in active treatment for cancer, (ii) receiving hospice care from a licensed hospice or palliative care, (iii) residents of a long-term care facility, (iv) being prescribed an opioid in the course of treatment for substance abuse or opioid dependence, or (v) receiving treatment for sickle cell disease. The bill directs the Boards to adopt emergency regulations to implement the provisions of the bill.
Child labor offenses; civil penalties. Increasesfrom $10,000 to $25,000 the civil penalty for each violation of childlabor laws that results in the employment of a child who is seriouslyinjured or dies in the course of employment. The bill also increasesfrom $1,000 to $2,500 the maximum civil penalty for each other violationof child labor laws and provides that such civil penalty shall notbe less than $500. The bill directs the Department of Labor and Industry to convene a stakeholder work group to develop education and outreach plans to inform young workers and employers about child labor laws.
Virginia Residential Landlord and Tenant Act;early termination of rental agreement; victims of sexual abuse orcriminal sexual assault. Provides that a tenant who is a victimof family abuse, sexual abuse, or other criminal sexual assaultmay terminate such tenant's obligations under a rental agreement if the tenant (i) has obtained a protective order and has given properwritten notice of termination during the period of the protectiveorder or any extension thereof or (ii) as evidence of such abuseor criminal sexual assault, has obtained (a) records or files froma federal or state agency, law-enforcement agency, or court; (b)documentation from a domestic violence or sexual assault program;(c) documentation from a duly ordained, commissioned, or licensedminister of any religious denomination who provides proper proof ofhis credentials as outlined in the bill; or (d) documentation froma medical professional licensed by the Board of Medicine or Boardof Nursing or a mental health service provider and has given written notice of termination. Under current law, there must be a familyabuse protective order or a conviction before the tenant may terminatesuch obligations under a rental agreement.
Child Care Subsidy Program; categorical eligibility for certain families. Provides that any family that receives public assistance through Medicaid or the Special Supplemental Nutrition Program for Women, Infants, and Children shall be deemed to categorically satisfy income eligibility requirements to receive assistance through the Child Care Subsidy Program.
Consumer protection; creation of Unfair Real Estate Service Agreement Act. Creates the Unfair Real Estate Service Agreement Act and adds any violations of the Act to the list of prohibited violations of relevant consumer protection laws in the Commonwealth. The bill prohibits any real estate service agreement, defined in the bill, that is effective and binding for more than one year from its effective date from (i) purporting to run with the land or bind future owners of interests in the residential real property identified in the service agreement; (ii) allowing the service provider to assign or transfer the right to provide services under the service agreement without notice to and written agreement of all parties to the service agreement; or (iii) purporting to create a lien, encumbrance, or other real property security interest on the residential real property identified in the service agreement. This bill is identical to SB 576.
Public institutions of higher education; student identification cards; contact information of certain emergency services required. Requires each public institution of higher educationthat issues student identification cards to clearly print and conspicuouslylabel on each student identification card, in addition to the "988Suicide and Crisis Lifeline," the contact information of the followingemergency services: (i) the law enforcement, fire department, andemergency medical services serving the geographical area in whichsuch institution is located; (ii) the institution's campus police department and any additional security departments or services andemergency medical services or health departments available on campus;and (iii) the sexual assault crisis center or victim support servicewith which the institution entered into a memorandum of understandingpursuant to relevant law and the National Sexual Assault Hotline.The bill requires each such institution to annually review the requiredcontact information to ensure that it is accurate and current.
Early childhood care and education; child day programs; use of office buildings; waiver of zoning requirements. Permits any locality to by ordinance provide for the waiver of any requirements for zoning permits for the operation of a child day program in an office building, as defined by the bill, provided that such facility satisfies the requirements for state licensure as a child day program. This bill is identical to SB 13.
Assistance for certain voters outside of the polling place; definition of "person with a disability"; training. Amends the definition of "person with a disability" for purposes of the Elections title to mean any person who has a physical or mental impairment that substantially limits one or more of his major life activities or who has a record of such impairment. The bill provides that any qualified voter who is a person with a disability shall be eligible for assistance outside of the polling place and makes technical amendments for consistency. The bill requires the training required for all officers of election to include specific training on voting outside of a polling place and directs the Department of Elections to incorporate into guidance documents for election officials the processes and procedures for voting outside of the polling place, including best practices for providing assistance for voters with disabilities. This bill is identical to SB 605.
