Living Donor Protection Act of 2021 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on live organ donation to include information about the benefits of live organ donation and about access to insurance for living organ donors.

Electric Vehicles for Underserved Communities Act of 2021 This bill requires the Department of Energy (DOE) to support the deployment of electric vehicle charging infrastructure in underserved or disadvantaged communities. Specifically, DOE must establish an EV Charging Equity Program. Under the program, DOE must provide technical assistance and award grants to increase the deployment and accessibility of electric vehicle charging infrastructure in such communities. If practicable, DOE must ensure that relevant programs promote electric vehicle charging infrastructure, support clean and multimodal transportation, provide improved air quality and emissions reductions, and prioritize the needs of such communities.

Electric Credit Access Ready at Sale Act of 2021 or the Electric CARS Act of 2021 This bill modifies and extends tax credits for electric cars and alternative motor vehicles. The bill extends the tax credit for new qualified plug-in electric drive motor vehicles through 2031. In addition, the bill modifies the credit to remove the limitation on the number of vehicles per manufacturer that are eligible for the credit, allow a taxpayer to assign the credit to a financing entity, and allow an unused credit to be carried forward for five years. The bill also extends through 2031 the tax credits for (1) alternative fuel vehicle refueling property, and (2) alternative motor vehicles.

West Coast Ocean Protection Act of 2021 This bill prohibits the Department of the Interior from issuing a lease for the exploration, development, or production of oil or natural gas in any area of the Outer Continental Shelf off the coast of California, Oregon, or Washington.

Stop Arctic Ocean Drilling Act of 2021 This bill prohibits the Department of the Interior from issuing or renewing a lease or any other authorization for the exploration, development, or production of oil, natural gas, or any other mineral in the Arctic Ocean, including the Beaufort Sea and Chukchi Sea Planning Areas.

This resolution expresses the sense of the House of Representatives that the federal government has a duty to develop a holistic agenda to respond to racial injustice, unemployment, the COVID-19 (i.e., coronavirus disease 2019) pandemic, and climate change. The resolution further outlines the goals of this agenda to build a society with greater racial, economic, and gender justice; dignified work; healthy communities; and a stable climate. Additionally, the resolution identifies efforts to support these goals.

This bill makes certain full-time health care practitioners eligible for the Public Service Loan Forgiveness program. Specifically, the bill extends program eligibility to health care practitioners who work at a nonprofit or public hospital or facility but are prohibited under state law from being directly employed by the hospital or facility.

Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.

21st Century Conservation Corps Act This bill provides funding for FY2021 to the Department of Agriculture, the Department of the Interior, the Department of Homeland Security, the Department of Labor, and the Department of Commerce primarily for federal land management and other conservation purposes. The funding provided by this bill is designated as emergency spending, which is exempt from discretionary spending limits. The bill also establishes the Outfitters and Guides Relief Fund; expands the Every Kid Outdoors Program to include fifth and sixth grade students and home-schooled learners 11 and 12 years of age, who shall be provided free access to federal lands and waters under the program; establishes the Forest Service Legacy Roads and Trails Remediation Program; establishes the 21st Century Civilian Conservation Corps program to support youth and workforce development programs; provides for the temporary waiver of ski area permit and rental fees; provides for the temporary waiver of outdoor recreation land use permit fees; provides for the use of the Reforestation Trust Fund for the reforestation of certain National Forest System lands, Bureau of Land Management lands, and Bureau of Indian Affairs lands; establishes the Reforest America Grant Program; and extends through FY2030 and revises the Conservation Stewardship Program, including to provide additional funding for conservation activities related to climate stewardship practices.

Protecting Unique and Beautiful Landscapes by Investing in California Lands Act or the PUBLIC Lands Act This bill sets forth provisions concerning the restoration, economic development, and conservation of, and recreational access to, certain public lands in California. The bill establishes the South Fork Trinity-Mad River Restoration Area, the California Public Lands Remediation Partnership, the Trinity Lake and Del Norte County visitor centers, the Horse Mountain Special Management Area, the Elk Camp Ridge Recreation Trail, the Sanhedrin Special Conservation Management Area, and the Condor National Scenic Trail. The bill designates specified federal lands as components of the National Wilderness Preservation System, the North Fork Wilderness as the North Fork Eel River Wilderness, specified federal lands as potential wilderness areas, and specified segments of certain rivers and creeks and of a specified river estuary as components of the National Wild and Scenic Rivers System. Also, the bill authorizes the utilization of certain forest residues for research and development of biobased products that result in net carbon sequestration, authorizes initiatives to restore degraded redwood forest ecosystems in the Redwood National Forest and state parks, requires specified recreational studies and partnerships, and expands the boundaries of the Elkhorn Ridge Wilderness.
