Discontinues return of surplus revenue refunds to taxpayers. Modifies statutory provisions. Applies to biennia ending on or after June 30, 2025. Freezes tax assessed value for certain new residential construction for five property tax years. Applies to tax years beginning on or after July 1, 2023. ] Allows residential uses ] affordable housing on lands zoned for commercial uses within urban growth boundaries. Limits Land Use Board of Appeals' review of approved middle income developments and allows board to accept additional evidence upon which to review such approvals. Sunsets January 2, 2028. ] Allows local governments to extend decision-making period for application to develop residential structures within urban growth boundary or to reconsider land use decision for development of residential structures. Makes permanent requirements that local governments allow siting of certain emergency shelters, conditioned upon latest estimates of percentage of individuals experiencing homelessness. Awards attorney fees for successful appeal of local government's denial ] certain appeals of emergency shelter application. Becomes operative on passage. Expands definition of "residential homes" and "residential facilities" that local governments must approve under same standards as other residential uses. Allows attorney fees for certain applicants whose approval is appealed. ] Requires Department of Consumer and Business Services to update Oregon Structural Specialty Code to allow additional single-exit residential occupancies. Exempts certain affordable housing from Oregon Planned Community Act. Restricts local governments' ability to regulate condominium form of ownership. Requires cities or counties to accept funding letters to affordable housing developers as sufficient assurances needed to approve subdivision plat. Exempts certain affordable housing projects from requirement to pay prevailing rate of wage. ] Requires local governments to allow certain single-room occupancies in residential zones. Amends definitions of "middle housing" and ] definition of "needed housing" to include single room occupancies. Requires all ] more cities to allow duplexes on certain lands zoned to allow single-family dwellings. Updates deadlines for compliance by affected cities. Appropriates moneys from General Fund to Department of Land Conservation and Development to provide grants to affected cities. Adds Metro and special districts to surplus real property reporting requirements. ] Provides process and form by which associations may amend declarations and bylaws of planned community or condominium to remove unlawfully discriminatory provisions. Extends until December 31, 2024, deadline by which associations must review declarations and bylaws. Becomes operative on passage. Allows Public Utility Commission to allow public utility to sell or convey real property for affordable housing. Becomes operative January 1, 2024, except as otherwise provided. Declares emergency, effective on passage.

Requires Department of Education to conduct audit of assessments administered to kindergarteners in public schools. Directs department to submit findings to interim committees of Legislative Assembly related to education not later than September 15, 2024.

Requires Oregon Health Authority to develop, implement and administer program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and the delivery of, behavioral health services in this state. Directs authority to enter into contracts with peer-run organizations ] consumer supporter technical assistance center to provide technical and financial assistance to such organizations ] in carrying out activities that accomplish purpose of program. Requires peer-run organizations ] consumer supporter technical assistance center that contract ] contracts with authority to submit annual progress reports ] report to authority. Modifies definition of "consumer" for purposes of Consumer Advisory Council. Makes conforming changes. ] Declares emergency, effective on passage.

Requires Department of Transportation to prepare and submit report on interstate highway projects and toll program. Sunsets January 2, 2024. Declares emergency, effective on passage.

Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.

Changes composition of governing board for public universities. Adds organizations Governor must elicit recommendations from, or considerations Governor must make, prior to appointing members of governing board. Requires each member of governing board to have official electronic mail address that is publicly available. Requires governing board to make designated times available to present before board for faculty, nonfaculty staff and students and for organizations or unions affiliated with faculty, nonfaculty staff or students. Requires faculty member, nonfaculty staff member and enrolled student to be included in search committee for president of public university. Requires governing board to conduct comprehensive evaluation of president of public university at least once every two years. Prohibits secretary of governing board from also being member of administration of public university. Changes composition of Higher Education Coordinating Commission. Requires that any decision by public university to eliminate major program or minor program constitutes significant change that must be approved by commission. Requires commission to establish process to enable any employee or enrolled student of public university to appeal to commission any decision made by governing board. Declares emergency, effective on passage.

Requires Higher Education Coordinating Commission, in coordination with Department of Public Safety Standards and Training and community colleges, to study how best to make classes that are part of recruit academy training for police officers be academic credits that are part of associate degree. Directs commission to submit findings to interim committees of Legislative Assembly related to higher education not later than September 15, 2024.

Removes statutory provisions relating to death penalty. Takes effect only if constitutional amendment proposed by Senate Joint Resolution 27 (2023) is approved by people at regular general election held in November 2024. Takes effect on effective date of constitutional amendment proposed by Senate Joint Resolution 27 (2023).

Requires each public university to submit annual report to interim committees of Legislative Assembly related to education that details degree to which public university provides specified opportunities for participation in governance processes.
