Appropriates moneys for purpose of employing interns. Declares emergency, effective on passage.

Directs State Forestry Department to establish by rule ] Prescribed Fire Capacity Grant Program. Establishes Prescribed Fire Capacity Fund in State Treasury, separate and distinct from General Fund, to fund program. Appropriates moneys to department out of General Fund for deposit into Prescribed Fire Capacity Fund. Sunsets January 2, 2029. Declares emergency, effective on passage.

Provides permanent revenue stream from Oregon Marijuana Account to fund ] Appropriates moneys from General Fund to Oregon Business Development Department to be used for Economic Equity Investment Program created under chapter 103, Oregon Laws 2022 (Enrolled Senate Bill 1579). Authorizes grant recipients to allocate grant moneys to any entity lawfully organized and operating under state law. Requires department, during rulemaking process, to consult persons and communities most likely to be affected by program. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Creates Oregon Soil Health Initiative. Describes goals ] purpose of initiative. Describes responsibilities of state agencies and other entities participating in initiative. Directs Institute for Natural Resources to convene Soil Health Advisory Committee. ] Directs institute, in consultation with other entities, to develop Soil Health Roadmap. ] Takes effect on 91st day following adjournment sine die.

Proposes amendment to Oregon Constitution to cease requirement of returning surplus revenue to personal income taxpayers. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires police officers, corrections officers, parole and probation officers, regulatory specialists and reserve officers to complete post-secondary education.

Establishes program to provide high-quality services and improved outcomes through regional centers for special education and related services. Sunsets program June 30, 2029. Declares emergency, effective July 1, 2023.

Establishes procedure for person with qualifying conviction for possession of controlled substance to file motion requesting court order setting aside conviction. Provides that fee, set of fingerprints and background check are not required for motion. Specifies grounds for objection to motion and burden of proof.
