Establishes open enrollment process for school districts to allow students to attend schools in nonresident school district with consent of receiving school district.
Appropriates moneys from General Fund to State Parks and Recreation Department for continued development of Oregon Coast Trail. Limits direction of certain lottery revenues designated for outdoor recreation improvement projects to qualifying projects for development, maintenance or completion of Oregon Coast Trail.
Prohibits public institution of education or educational employee from requiring, compelling, coercing or otherwise directing student to acknowledge, affirm, declare, confess, state or in any way act in accordance with belief that any race, ethnicity, color, sex, gender, religion or national origin is inherently superior or inferior to another, that individual may be discriminated against or treated in different manner on basis of individual's membership in particular group or classification, or that any individual, by virtue of individual's membership in particular group or classification, endorses, benefits uniquely from or is inherently responsible for actions that other individuals with membership in same group or classification have taken. Prohibits public institution of education from providing, withholding or conditioning grading, academic credit or other educational benefits on basis of student's compliance with prohibited actions. Prohibits distinguishing between, classifying or assigning benefits or detriments to student on basis of student's membership in particular group or classification. Prohibits using public moneys for prohibited purposes. Permits any person to bring action to enjoin educational employee or public institution of education from taking prohibited action. Declares emergency, effective on passage.
Requires state agency or political subdivision of State of Oregon that possesses or controls real property within wildland-urban interface, or adjacent to privately owned real property within wildland-urban interface, to take certain actions to prevent wildfire.
Modifies personal income tax brackets. Decreases rates applicable and resulting tax imposed. Provides for adjustment of all brackets for inflation. Increases Oregon standard deduction. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Adds licensed mental health professionals , naturopathic physicians and pharmacists and certified medical laboratory scientists and medical laboratory technicians to types of providers eligible for tax credit allowed to rural medical care provider. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Directs Governor, when vacancy occurs in office of Superintendent of State Police, to establish advisory committee for appointment of new superintendent. Requires Governor to consider recommendations of advisory committee in appointing superintendent. Provides that information submitted by Governor to committee about candidates is exempt from disclosure as public record.
Repeals limits on increases to residential rent.
Allows governing body of city or county to adopt reasonable regulations on industrial hemp operations in area subject to jurisdiction of city or county. Defines "reasonable regulations."
