Directs State Board of Education to conduct annual review of education standards in state. Requires standardized measures of proficiency, consultation with Higher Education Coordinating Commission and encouragement of grouping of students based on academic ability. Establishes phonics as core academic subject. Removes legislative directive that Department of Education review state requirements for high school diplomas and make recommendations related to requirements. Removes requirement that academic content standards for history, geography, economics and civics include sufficient instruction on histories, contributions and perspectives of certain individuals. Removes suspension of requirement of showing proficiency in Essential Learning Skills as condition of earning diploma in school years after 2021-2022 school year. Takes effect July 1, 2022.

Specifies evaluation that must be conducted when person is taken into hospital or nonhospital facility because person has mental illness and is in need of treatment. Requires court order for conditional release or assisted outpatient treatment to contain provisions to ensure person receives necessary support services upon release. Permits Building Codes Structures Board to adopt licensing standards for performing structural masonry. Permits Construction Contractors Board to adopt licensing standards for applying or installing fireproofing materials in essential facilities. Requires Department of Consumer and Business Services to adopt rules to require adequate fireproofing in all newly constructed essential facilities. Specifies minimum provisions required in department's rules. Takes effect on 91st day following adjournment sine die.
Directs Department of State Lands, in consultation with State Department of Fish and Wildlife, to establish salmon credit program to encourage voluntary restoration of salmonid habitat and allow persons to meet compensatory mitigation obligations. Establishes Salmon Credit Trust Fund. Takes effect on 91st day following adjournment sine die.
Proposes amendment to Oregon Constitution to limit ability of Governor to declare emergency or to exercise powers under declaration of emergency to only those powers granted by law and to 30 days' duration. Authorizes county governing bodies in counties subject to declaration of emergency to extend declaration of emergency in up to 30-day increments and to reduce powers that may be exercised under declaration of emergency in their respective counties. Refers proposed amendment to voters for their approval or rejection at next regular general election.
Permits parent or guardian to admit child, with or without child's consent, to inpatient treatment facility or program licensed by Oregon Health Authority or Department of Human Services for certain mental, emotional, behavioral health or substance use disorder treatment. Requires initial assessment and periodic reviews supporting necessity of inpatient treatment. Prohibits facility or program from declining to admit child solely based on child's unwillingness to consent to admission. Provides process for child who is 14 years of age or older to request review of admission decision. Directs licensing agency to adopt rules for review of admission decision. Creates exceptions. Directs department, in consultation with authority, to make written materials available regarding resources for families seeking mental, emotional or behavioral health treatment, or substance use disorder treatment, for minor children.
