Relating to controlled substances; declaring an emergency.

Prescribes sentence of 58 to 130 months' imprisonment if person convicted of unlawful delivery of controlled substance that results in death of another person from use of controlled substance. Punishes by maximum of 20 years' imprisonment, $375,000 fine, or both. Requires court to grant downward departure to probation sentence when certain findings are made. Authorizes court to grant downward departure to probation sentence when other certain findings are made. Declares emergency, effective on passage.

Relating to voting booths.

Permits counties to elect to increase number of voting booths available at primary and general elections in order to provide all electors with option of using easily accessible voting booth to cast ballot. Requires that decision to increase number of voting booths may be made only by county measure and may not interfere with elector's ability to cast ballot by mail.

Relating to elections.

Makes in-person voting on date of election, rather than vote by mail, standard method for conducting election. Allows any elector to request ballot that may be voted by mail if elector is unable to vote in person on date of election. Retains vote by mail as primary method for conducting election for military and overseas electors and for electors who have mailing address outside of Oregon. Requires that all ballots be returned by date of election. Removes requirement that state pay postage for ballots returned by mail.

Relating to incubation nursery program for salmonids; declaring an emergency.

Requires State Department of Fish and Wildlife to establish and operate fish incubation nursery program for rearing of salmonids on suitable waterways in coastal areas of southern Oregon. Requires department to report to interim committee of Legislative Assembly no later than September 15, 2025, regarding establishment and operation of program. Appropriates moneys from General Fund to department for program purposes. Declares emergency, effective on passage.

Relating to voter registration.

Provides that any voter who has not voted or updated voter registration in four or more years will become inactive elector.
