Relating to career and technical education teachers.

Directs Teacher Standards and Practices Commission to ensure nontraditional pathways to licensure are available for prospective career and technical education teachers and to provide accommodations or otherwise reduce licensure requirements for licensed career and technical education teachers, or prospective and technical education teachers, who live in rural areas.

Relating to rural system development charges to support affordable multifamily housing; prescribing an effective date.

Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing. Establishes Rural System Development Charges Fund. Appropriates moneys from General Fund to department for purposes of program. Sunsets June 30, 2029. Takes effect on 91st day following adjournment sine die.

Relating to school safety; declaring an emergency.

Directs Department of Education to conduct study related to hiring retired police officers to provide security in public schools. Relating to ballot envelopes.

Prohibits both ballot envelopes mailed by county clerks to electors and ballot return identification envelopes used by electors from containing outward identifier, including but not limited to numeric code, that would allow person to know political party affiliation of elector.

Relating to court-appointed counsel.

Modifies provisions regarding appointment of counsel for parents or children in juvenile dependency proceedings and contested adoption proceedings. Directs court to appoint counsel for parents in juvenile dependency proceedings, including proceedings for termination of parental rights, only if facts found in dependency proceeding may effect criminal proceeding. Directs court to appoint counsel for child in juvenile dependency proceedings only if child was allegedly abused. Repeals right to court-appointed counsel in contested adoption proceeding.

Relating to participation in medical procedures.

Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.

Relating to instruction on human sexuality; declaring an emergency.

Requires parent or legal guardian of student to provide written permission prior to student participating in human sexuality education course. Directs school districts to provide form for parent or legal guardian to grant permission, and requires school districts to include with form information about curriculum and how to access instructional materials. Limits provision of human sexuality education courses to grades 5 through 12. Declares emergency, effective July 1, 2023.

Relating to marine reserves.

Requires State Department of Fish and Wildlife, State Fish and Wildlife Commission and Department of State Lands to implement Ocean Policy Advisory Council recommendations to develop adaptive management and social monitoring program to support marine reserves. Appropriates moneys to State Department of Fish and Wildlife to implement programs.
