Relating to shortages of licensed health care providers; declaring an emergency.

Directs Oregon Health Authority, in consultation with Oregon Board of Naturopathic Medicine, Oregon Medical Board and Oregon State Board of Nursing, to study shortages of licensed health care providers in medically underserved areas of this state. Requires report to interim committee of Legislative Assembly related to health care. Sunsets January 2, 2024. Declares emergency, effective on passage.

Relating to funding for constructing school infrastructure that promotes student safety; prescribing an effective date.

Establishes School Safety Construction Fund in State Treasury, separate and distinct from General Fund. Appropriates moneys in fund continuously to Department of Education for purposes of making grants to school districts , to education service districts, to Oregon School for the Deaf and to public school districts that apply on behalf of charter school chartered within school district for construction projects that address urgent school safety needs. Specifies priorities for grant moneys. Takes effect on 91st day following adjournment sine die.

Relating to public employer deductions of dues payable to labor organization.

Prohibits public employer from making deduction from salary or wages of public employee to pay dues, fees or other assessments to labor organization. Provides that violation of prohibition is unfair labor practice. Repeals provisions permitting public employees to enter into agreement with labor organization authorizing public employer to make deductions from salary or wages of public employee to pay dues, fees or other assessments to labor organization.

Proposing amendment to Oregon Constitution relating to limitations on gubernatorial emergency powers.

Proposes amendment to Oregon Constitution to limit ability of Governor to declare emergency or to exercise powers under declaration of emergency to only those powers granted by law and to 30 days' duration. Authorizes county governing bodies in counties subject to declaration of emergency to extend declaration of emergency in up to 30-day increments and to reduce powers that may be exercised under declaration of emergency in their respective counties. Refers proposed amendment to voters for their approval or rejection at next regular general election.

Relating to decedents' estates.

Bars creditors' claims against decedents' estates if no petition for appointment of personal representative or small estate affidavit is filed within 18 months following decedent's date of death. Permits certain interested persons to petition probate court for determination of descent if no petition for appointment of personal representative or small estate affidavit is filed within 18 months following decedent's date of death and decedent's estate meets specified criteria.

Relating to temperatures in school buildings.

Directs district school boards to ensure that buildings regularly used by students have proper heating, air conditioning and ventilation systems to provide temperatures within acceptable range for learning and safety. Requires compliance by January 1, 2029.

Relating to educators who serve students from student groups at risk of experiencing achievement gap; declaring an emergency.

Directs Department of Education to identify cost and feasibility of implementing recommendations of study on recruitment, retention, mentoring and professional development of educators who serve students from student groups that may be at risk for experiencing achievement gap. Directs department to submit findings to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
