Imposes a surcharge on certain vehicle registration fees and recreational vehicle trip permits. Transfers proceeds of the surcharge to the Abandoned Recreational Vehicle Account. Authorizes the Department of Transportation to provide reimbursements for the costs of towing and disposing of abandoned recreational vehicles. Sunsets new surcharges after 10 years.

] Directs the Oregon Health Authority [ in collaboration with ] and the Department of Veterans' Affairs to [ establish a process through which a certain individual may consume ibogaine for a specified purpose ] study the consumption of ibogaine by certain individuals for the purpose of treating specified disorders . Defines "ibogaine." Requires the authority and the department to submit a report to the interim committees of the Legislative Assembly related to health care [ and veterans ] not later than September 15, 2029. [ Exempts ibogaine, when obtained and consumed through the established process, from the definition of "controlled substance." ] Sunsets on January 2, 2030.

Removes the limits on the duration of medical services, the number of visits and the areas of practice for chiropractic physicians serving as attending physicians in workers' compensation claims.

Digest: Demands at least 8% of those who voted in the last election for a Governor to sign an IM petition. Demands at least 10% of those who voted in the last election for a Governor to sign a petition to amend the Constitution. Demands that signatures must come from among all congressional districts. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative laws to contain at least eight percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative amendments to the Oregon Constitution to contain at least ten percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

Prohibits the Department of Environmental Quality from implementing or enforcing the Advanced Clean Trucks regulations before January 1, 2027. Declares an emergency, effective on passage.

Requires a solar energy contractor or person that installs a solar energy system to have a license appropriate for the scope of work the solar energy contractor or person will perform. Specifies disclosures required in purchase agreements, lease agreements and power purchase agreements related to solar energy systems. Specifies elements and provisions that an installation contract for a solar energy system must have. Prohibits deceptive statements concerning the provisions of an installation contract. Punishes a violation or a failure to comply with the provisions of the Act as an unlawful practice under the Unlawful Trade Practices Act.

Establishes a refundable income tax credit for the purchase of battery energy storage systems and solar photovoltaic electric systems. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Provides that a person must be 18 years of age or older in order for the person to commit the crime of prostitution. Authorizes the taking of a child into protective custody when the child has engaged in or is at risk of engaging in a commercial sex act. Takes effect on the 91st day following adjournment sine die.

Limits the applicant screening charge a residential landlord may collect to $20. Extends certain screening requirements to include landlords who do not collect an applicant screening charge. Allows landlords to alternatively accept third-party screening reports provided by an applicant.

Authorizes the general manager of a mass transit district to appoint transit security officers to aid in the enforcement of mass transit ordinances. Defines "transit security officer." Provides that a transit security officer may wear a video camera on the person's body that records the officer's interactions with members of the public while the officer is on duty. Expands public records exemption for law enforcement officers of video recordings resulting from the operation of a video camera worn upon the officer's person to include transit security officers.
