] Modifies the qualifications for certain statutes of limitations for civil actions based on allowing, permitting or encouraging child abuse and sexual assault. Prospectively eliminates the statute of limitations for civil actions based on sexual assault or child sexual abuse. Declares an emergency, effective on passage.

Requests that the Federal Trade Commission and the National Institute of Standards and Technology coordinate on and provide to manufacturers of electronic devices voluntary criteria for a one through ten repair score that may be displayed to consumers at the point of sale.

] Appropriates moneys from the General Fund to the [ Oregon Department of Administrative Services ] Department of Early Learning and Care for distribution to seven entities to support the development of successful children in this state. Declares an emergency, effective July 1, 2025.

Requires a motor vehicle seller to check a used motor vehicle's vehicle identification number against the National Highway Traffic Safety Administration's motor vehicle safety recall database and to repair or replace all parts of the motor vehicle that are subject to a safety recall before advertising or offering the motor vehicle for sale or lease. Takes effect on the 91st day following adjournment sine die.

Specifies that the laws governing the storage of the personal property of homeless individuals applies to personal property removed from a public camping site. Declares an emergency, effective on passage.

Delays, until July 1, 2026, the requirement that a producer responsibility organization transfer materials to responsible end markets. Prohibits, before July 1, 2026, the Department of Environmental Quality from requiring that a recycling processing facility take certain actions with respect to responsible end markets. Declares an emergency, effective on passage.
