Provides a tax exemption for real property owned by a person in active military service of the United States and their spouse to the extent of fifteen percent of the assessed value of such property.
Requires the department of corrections and community supervision to establish discharge plans and reentry services for wrongfully convicted individuals upon their discharge which includes housing needs, educational needs, employment needs, medical needs, and specific social service needs.

Requires landlords to return the full security deposit and any accrued interest to which the tenant is entitled less any amount retained by the landlord within 21 days of the end of the lease.
This bill prohibits residential landlords in New York from charging tenants fees for using electronic rent payment methods like online systems or automated clearing house (ACH) transfers. It requires landlords to offer at least one fee-free payment option, such as cash or personal checks, and bans any agreement where tenants waive these rights. Landlords cannot force tenants to use electronic payments exclusively or charge fees for choosing not to use them. The law applies directly to residential landlords and their tenants, ensuring no added costs for common digital payment methods.
Relates to treatment of gains from qualified opportunity zones in calculating taxable income; removes exclusion of gains on property in qualified opportunity zones in calculation of income.
Excludes Medicare premiums from the definition of income for purposes of the senior citizen rent increase exemptions (SCRIE) program and the disability rent increase exemption (DRIE).
Expands the right to seek the appointment of administrators of buildings to tenants and local governments throughout the state and to make procedures conform with realities of housing stock throughout the state.
This bill (S 3300) repeals New York's Clean Slate Act, which previously allowed certain criminal records to be sealed or expunged. It directly affects individuals with past arrests or convictions that were dismissed, ended in a favorable termination, or resulted in sealed records under the Clean Slate Act. The repeal removes legal protections that prevented employers, landlords, and others from asking about or considering these sealed records during job applications, housing searches, or credit decisions. As a result, individuals who qualified under the Clean Slate Act would no longer have those records shielded from such inquiries.
