Stopping Harmful and Outrageous Torts Act

Maddy summaryThis bill, known as the Stopping Harmful and Outrageous Torts Act, expands legal protections for firearm manufacturers and sellers by strengthening their immunity from civil lawsuits. It requires courts to immediately dismiss any pending cases against these companies that are based on the criminal or unlawful misuse of a gun by a third party, while also clarifying that sellers are not liable for negligence in entrusting products to others. The legislation further restricts who can file such suits by prohibiting foreign governments from bringing these claims and adding a specific exception for victims under the age of 17, though it maintains immunity for cases involving design or manufacturing defects. Additionally, the bill allows companies to move these cases to federal court and grants them the right to appeal dismissal orders immediately, along with the ability to recover legal fees if they win. Finally, it preempts state and local laws that attempt to impose liability on these entities for the same types of misuse-related harms.

Impeaching Eleanor Louise Ross, Judge of the United States District Court for the Northern District of Georgia, for high crimes and misdemeanors.

Maddy summaryThis resolution introduces articles of impeachment against U.S. District Court Judge Eleanor Louise Ross, targeting her for three specific allegations of misconduct. The first article charges her with engaging in an undisclosed extramarital affair with a law enforcement officer while on the job, which created a conflict of interest and violated judicial conduct codes. The second article accuses her of attending a partisan political event sponsored by a district attorney's campaign and admitting to drinking alcohol before presiding over a criminal case. The third article alleges that she knowingly made false statements to federal judges during an investigation into her behavior, thereby obstructing an official proceeding and violating federal law.

Alice Cogswell and Anne Sullivan Macy Act

Maddy summaryThis bill, known as the Alice Cogswell and Anne Sullivan Macy Act, amends the Individuals with Disabilities Education Act to improve special education services for children who are deaf, hard of hearing, deafdisabled, blind, visually impaired, or deafblind. It requires states to identify these students regardless of how they are currently classified, ensuring they receive specialized instruction in their primary language and access to qualified professionals. Key provisions mandate that state plans include specific strategies for language development, Braille instruction, and the use of assistive technologies, while also establishing a new national center to support research and training for educators of students with visual disabilities. Additionally, the legislation clarifies definitions for deafblindness and interveners, updates data reporting requirements to track these populations more accurately, and ensures early intervention services are delivered in natural environments to support language and communication milestones.

Florida Safe Seas Act of 2025

Maddy summaryHR 3831, the Florida Safe Seas Act of 2025, amends an existing federal law to specifically include Florida in a prohibition against feeding sharks within the exclusive economic zone off the Florida coast. The bill modifies Section 317 of the Magnuson-Stevens Fishery Conservation and Management Act to replace "the State" with "the States" and add "and Florida" after Hawaii, ensuring Florida is explicitly covered under the current rule. This is a technical correction to clarify that Florida's waters are included in the existing federal ban on shark feeding, which already applied to Hawaii. The bill does not create new restrictions but formally extends the existing prohibition to Florida's exclusive economic zone. It directly affects activities involving shark feeding by vessels operating in Florida's offshore waters under federal jurisdiction.

Florida Freeze Disaster Assistance Act of 2026

Maddy summaryThis bill appropriates $3.5 billion to help Florida farmers and growers recover from the severe freeze that occurred in March 2026. The funds are distributed as block grants specifically to cover losses in crops, trees, bushes, and vines caused by the cold weather, including compensation for multi-year crops. Assistance is restricted to counties officially designated as disaster areas by the Secretary of Agriculture on March 4, 2026, and requires a request from a state agriculture department to release the money. The Secretary of Agriculture must also submit quarterly reports to Congress detailing how the funds are being used until the budget is exhausted.

Veterans 2nd Amendment Protection Act

Maddy summaryHR 1041, the Veterans 2nd Amendment Protection Act, prevents the Department of Veterans Affairs (VA) from automatically sending veterans' personal information to the national background check system (NICS) solely because a court has appointed a fiduciary (like a guardian) to manage their benefits. This directly affects veterans who have a fiduciary appointed due to mental health or cognitive challenges but are not deemed a danger to themselves or others. The bill requires a court order finding the veteran poses a danger before any such information can be shared with the NICS. It changes VA procedures to block unnecessary barriers to firearm ownership for veterans who qualify for fiduciary support without a judicial determination of danger.

National Police Athletic/Activities League Youth Enrichment Reauthorization Act

Maddy summaryThis bill, titled the National Police Athletic/Activities League Youth Enrichment Reauthorization Act, provides federal funding to expand youth programs run by the National Police Athletic/Activities League. The legislation authorizes $16 million annually from 2028 to 2032 to help the organization establish 250 new chapters in distressed areas and expand existing ones to serve more children. Grant funds must be used for after-school activities that include mentorship, academic support, sports, and training to prevent drug use and gang involvement. The program is designed to foster positive relationships between law enforcement and youth while offering alternatives to risky behaviors in communities with high numbers of at-risk children. Recipients of the funds are required to submit reports on their progress and ensure that local communities help design the specific activities offered.

Medal of Sacrifice Act

Medal of Sacrifice Act of 2025 This act directs the President to issue a medal of sacrifice for eligible law enforcement officers and first responders who are killed in the line of duty. The act also directs the President to establish a commission on the medal of sacrifice and appoint its members. The act sets forth responsibilities of the commission, including to advise on the design of the medal and determine how the medal will be presented. Under the act, eligible law enforcement officers and first responders include federal, state, local, tribal, or territorial law enforcement officers or first responders who are not subject to an official act of wrongdoing (e.g., a determination that the officer or first responder acted outside the scope of their duties or in a manner that was not in accordance with official policies or procedures). A law enforcement officer or first responder who is subject to an official act of wrongdoing is generally not eligible for the medal of sacrifice. However, in the case of such an officer or first responder, the act requires the commission to investigate the circumstances surrounding the officer or first responder's cause of death and issue a final determination on their eligibility.
