Consumer Financial Choice and Capital Markets Protection Act of 2021 This bill allows a money market fund, under specified conditions, to elect to operate using a different method of valuation than is otherwise required. A money market fund that elects to do so shall not be subject to specified requirements related to the imposition of liquidity fees. (A money market fund is a type of mutual fund that invests in liquid, short-term assets.) Current law limits the provision of certain federal assistance directly to any money market fund. The bill requires disclosure of this limitation on federal assistance in a money market's advertising and sales literature.
U.S.A. Beef Act This bill modifies label requirements for meat food products of cattle. Specifically, the bill prohibits the label of cattle meat or a meat food product of cattle from bearing the phrase Product of U.S.A. unless such meat or meat food product is exclusively derived from one or more cattle born, raised, and slaughtered in the United States. The requirement does not apply to cattle meat or a meat food product of cattle that is intended and offered for export to a foreign country.
Harlem Hellfighters Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 369th Infantry Regiment, commonly known as the Harlem Hellfighters, in recognition of their bravery and outstanding service during World War I.
This bill requires the Department of the Treasury to instruct the U.S. executive directors at certain multilateral development banks, such as the Asian Development Bank, to oppose providing a loan, financial assistance, or technical assistance to China. The executive directors must also advocate and vote to end lending and assistance to a country that has exceeded certain income thresholds.

Feed America by Incentivizing Rural Meat Packing Act or the FAIR Meat Packing Act This bill allows an investment tax credit through 2026 for 25% of the basis of each livestock processing facility property placed in service during the taxable year. The amount of the credit may not exceed $250,000 in any taxable year and is not available to taxpayers whose gross receipts exceed $100 million in a taxable year. The bill defines livestock processing facility as a facility that slaughters livestock (i.e., cattle, sheep, goats, bison, swine, and poultry) for processing into meat and meat products and participates in a meat and poultry inspection program, The facility must employ an average of fewer than 500 employees and include property used for the intake or storage of livestock, the disposal or management of livestock waste, or the packaging, handling, warehousing, or storage of meat products. The bill also allows a refundable income tax credit for the startup and organizational expenditures of livestock processing facilities.
Young African Leaders Initiative Act of 2021 or the YALI Act of 2021 This bill provides statutory authority for the Young African Leaders Initiative (YALI), which must seek to build the capacity of young African leaders in sub-Saharan Africa in the areas of business, civic engagement, or public administration. The YALI program must award Mandela Washington Fellowships to young leaders and offer training through regional leadership centers in sub-Saharan Africa to individuals who have demonstrated strong capabilities in entrepreneurship, innovation, public service, and leadership. The Department of State must oversee all U.S.-based activities carried out under the program, and the United States should continue to support overseas initiatives of the program (e.g., access to continued professional training and leadership development opportunities for fellowship alumni upon returning to their home countries). The State Department must also submit an implementation plan for the program and annual reports on the program's progress.
Navigable Waters Protection Act of 2021 This bill enacts definitions that determine which bodies of water fall under the scope of the Clean Water Act and are thereby under federal jurisdiction. Specifically, the bill provides statutory authority for the definitions related to the waters of the United States, commonly known as WOTUS, in regulations when the bill is enacted.
