Amends the Illinois Income Tax Act. Provides that each small business is entitled to a credit equal to 50% of its Illinois income tax liability. Provides that "small business" means a business with fewer than 50 employees. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.

Amends the Illinois Income Tax Act. Provides that, if the rate of tax is reduced because the State has exceeded the State spending limit, then, beginning with the first distribution to occur after the effective date of the reduction, the State Comptroller shall order transferred and the State Treasurer shall transfer each month from the General Revenue Fund to the Local Government Distributive Fund an amount equal to 1/10 of the net revenue realized under Act during the preceding month. Effective immediately.
Amends the Criminal Code of 2012. Provides that a person commits criminal street gang recruitment when he or she recruits, solicits, or induces another person to join or remain a member of a criminal street gang. Provides that the penalty is a Class 4 felony. Provides that if the person recruited, solicited, or induced is a minor, the offense is a Class 3 felony. Defines "criminal street gang".
Amends the Illinois Controlled Substances Act. Provides that a person who knowingly manufactures or delivers, or possesses with intent to manufacture or deliver, 5 (rather than 15) grams or more but less than 100 grams of a substance containing heroin, or an analog thereof, is guilty of a Class X felony and shall be sentenced to not less than 6 years and not more than 30 years imprisonment. Currently a person who knowingly manufactures or delivers, or possesses with intent to manufacture or deliver, at least 5 grams but less than 15 grams of heroin, or an analog thereof, is guilty of a Class 1 felony with a maximum fine of $250,000.
Repeals the Firearm Owners Identification Card Act. Effective January 1, 2015.
Amends the Property Tax Code. Provides that, beginning in taxable year 2014 and concluding in taxable year 2018, the county clerk shall reduce the property taxes levied by each taxing district to a level that is not greater than that taxing district's levy in the previous taxable year. Provides that the county clerk may increase or decrease the portion of a total tax levy paid by any individual taxpayer, provided that the increase or decrease in the individual taxpayer's tax bill is based solely on a change in the equalized assessed value of the taxpayer's property. Effective immediately.
Amends the Freedom of Information Act. Makes a technical change in a Section concerning lists of available records.

Amends the State Finance Act, the School Code, and the Board of Higher Education Act. Sets forth provisions concerning staff instruction in suicide prevention; an annual report on violence, vandalism, and harassment, intimidation, or bullying; a guidance document for student harassment, intimidation, and bullying complaints; an online tutorial on harassment, intimidation, and bullying; school board training on harassment, intimidation, and bullying; an educator licensure program on harassment, intimidation, and bullying prevention; the reporting, by school employees, of acts of violence, vandalism, and harassment, intimidation, or bullying; causes for suspension or expulsion of pupils; a school district policy and a public institution of higher education policy prohibiting harassment, intimidation, or bullying; a prohibition on reprisals, retaliation, and false accusations; the establishment of bullying prevention programs; the appointment of a school anti-bullying specialist and a district anti-bullying coordinator; the formation of school safety teams; the establishment of a formal protocol for investigating a complaint; and the creation of the Bullying Prevention Fund. Effective June 1, 2015.
Amends the Illinois Vehicle Code. Provides that a second violation for fleeing or attempting to elude a peace officer (rather than a third violation) is a Class 4 felony. Increases the penalty for a first violation of aggravated fleeing or attempting to elude a peace officer from a Class 4 felony to a Class 3 felony, and increases the penalty for a second or subsequent violation of aggravated fleeing or attempting to elude a peace officer from a Class 3 felony to a Class 2 felony.
