Amends the Illinois State Police Law and the Illinois Police Training Act to require instruction during training on the policies and procedures for administering a lethality assessment, including referrals to domestic violence services. Amends the Illinois Domestic Violence Act of 1986. Provides that, on or before January 1, 2028, every law enforcement agency shall provide to all of its law enforcement officers instruction on the policies and procedures for administering a lethality assessment as part of basic training. Provides that, on or before July 1, 2028, a law enforcement officer investigating an alleged incident of domestic violence shall administer a lethality assessment if the allegation of domestic violence is against an intimate partner, regardless of whether an arrest is made. Provides that if a victim does not, or is unable to, provide information to a law enforcement officer sufficient to allow the law enforcement officer to administer a lethality assessment, the law enforcement officer must document the lack of a lethality assessment in the written police report and refer the victim to the nearest locally certified domestic violence center. Prohibits a law enforcement officer from including in or attaching to a probable cause statement, written police report, or incident report the domestic violence center to which a victim was referred. Prohibits a law enforcement officer from administering a lethality assessment if the law enforcement officer has not received training on administering a lethality assessment. Makes a conforming change in the Freedom of Information Act.

Amends the Illinois State Police Act. Modifies the definition of "duty to intervene" in provisions regarding discretionary termination of Illinois State Police officers. Provides that a member of the Illinois State Police shall not discipline or retaliate in any way against an officer for exercising the officer's duty to intervene, for reporting unconstitutional or unlawful conduct, or for failing to follow what the officer reasonably believes is an unconstitutional or unlawful directive. Amends the Illinois Police Training Act to make similar changes, except that the Law Enforcement Training Standards Board must adopt rules prohibiting members of law enforcement agencies from retaliating. Removes language providing that an individual has no property interest in law enforcement certification at the time of initial certification or at any time thereafter, including, but not limited to, after decertification or after the officer's certification has been deemed inactive. Amends the Local Records Act. Provides that records concerning the automatic expungement of misconduct records where an officer has been found not to have committed any wrongdoing or the complaint was found to be frivolous shall be permanently retained and may not be destroyed. Amends the Police and Community Relations Improvement Act. Repeals provisions allowing a person to file notice of an anonymous complaint to the Illinois Law Enforcement Training Standards Board of any conduct the person believes a law enforcement officer has committed.

Amends the Public Employee Disability Act. Provides that, for purposes of provisions in the Act concerning disability benefits, "eligible employee" includes any part-time or full-time county correctional officer or any other full-time or part-time employee of a county sheriff. Provides that, when an eligible employee suffers an injury in the line of duty that causes the employee to be unable to perform the employee's duties, the employing public entity shall continue to provide health insurance benefits on the same terms and conditions as were in effect immediately prior to the injury.

Amends the Courses of Study Article of the School Code. Provides that, as a prerequisite to receiving a high school diploma, each pupil entering the 9th grade beginning with the 2028-2029 school year must successfully complete either 2 years of foreign language courses or at least 2 years of career-focused coursework that has been authorized by the State Board of Education as meeting the requirements for a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act (rather than requiring the successful completion of 2 years of foreign language courses). Amends various Acts relating to the governance of public universities in Illinois. Provides that a public university may not require State public high school graduates, as a condition of acceptance, to have completed any years of foreign language courses unless the university permits, as an alternative to completion of a foreign language course, attainment of a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act. Effective immediately.

Amends the Recyclable Metal Purchase Registration Law. Provides that it is a violation of the Act for any person to possess, purchase, attempt to purchase, sell, or attempt to sell, or for any recyclable metal dealer to purchase or attempt to purchase, telecommunications wire in any amount unless the seller is an authorized agent, a representative or employee of a licensed contractor of a public utility, a provider of telecommunications services, as described in the Public Utilities Act, or a provider of broadband service, interconnected VoIP services, or wireless services, as described in the Public Utilities Act. Provides that the Recyclable Metal Theft Task Force shall review the effectiveness of its efforts in deterring and investigating the problem of recyclable metal theft specific to telecommunications wires, burned wire, and any other equipment used to provide (i) telecommunications services, as described in the Public Utilities Act, or (ii) broadband service, interconnected VoIP services, or wireless services, as described in the Public Utilities Act. Provides that the Task Force shall consider and develop long-term solutions, both legislative and enforcement-driven, for the rising problem of theft of these wires and equipment in this State. Provides that the Task Force shall be composed of one representative of a wireless telecommunications carrier. Provides that the Task Force shall, by October 31 of each year, report its findings and recommendations to the General Assembly and the Governor. Changes the definition of the term "recyclable metal". Defines the terms "burned wire" and "telecommunications wire".

Amends the Unified Code of Corrections. Provides that if a consistent DNA profile has been identified by comparing evidence with a known standard from a suspect or with DNA profiles in the CODIS database, the Illinois State Police shall utilize the Electronic Laboratory Information Management System to notify the investigating law enforcement agency of the results in writing, and the Illinois State Police shall provide an automatic courtesy copy of the written notification to the appropriate State's Attorney's Office for tracking and further action, as necessary.

Amends the Illinois Insurance Code. In provisions concerning the payment of nonparticipating ground ambulance service providers, makes changes to defined term, removes jurisdictional provisions, and provides that, for nonparticipating ground ambulance service providers owned and operated by (instead of subject to) a unit of local government, a rate shall be paid that is equal to the rate established or approved by the governing body of the unit of local government providing the ground ambulance service. Establishes a rate of pay for nonparticipating ground ambulance service providers that are not owned and operated by (instead of subject to the jurisdiction of) a unit of local government. Amends the Health Maintenance Organization Act. Replaces provisions concerning coverage for emergency transportation by ambulance with provisions concerning coverage for ground ambulance service.

Amends the Fire Protection District Act. Provides that the board of trustees of a fire protection district may, by majority vote of the board of trustees, adopt a resolution to transfer moneys from the fire protection district's ambulance service fund to another fund controlled by the fire protection district if (1) the fire protection district has not approved another transfer from the fire protection district's ambulance service fund under the provisions in the same year; (2) the moneys remaining in the fire protection district's ambulance service fund after the transfer are sufficient to pay for the remaining obligations and costs payable from the district's ambulance service fund in the current and subsequent fiscal years; and (3) the transfer does not impair the fire protection district's finances or public safety mission, including, but not limited to, emergency medical services, ambulance services, rescue services, fire suppression services, or any other public safety endeavor established by the fire protection district. Effective immediately.

Provides that, if a person is convicted of an offense committed against a domestic abuse victim and the person convicted has at least one prior conviction for an offense committed against a domestic abuse victim, then the court shall, upon proof of any prior convictions committed against a domestic abuse victim, order the person to register as a persistent domestic violence offender. Provides that a defendant who is required to register must be assessed a registration fee in the amount of $150. Provides that the Illinois State Police shall remove from the registry the name and other identifying information of a persistent domestic violence offender after a specified number of years following the defendant's most recent conviction.
