RELATING TO TRANSPORTATION.

Establishes a three-year pilot project that authorizes a vehicle with a single occupant to use the zipper lane for a fee. Appropriates funds to the department of transportation for the pilot project.

RELATING TO PASSENGERS RIDING IN BED OF PICKUP TRUCKS.

Raises the age of passengers prohibited from riding in the bed of a pickup truck under certain conditions from twelve or under to under eighteen years of age. Deems passengers in the bed of a pickup truck to have assumed the risk of injury or death from an accident or injury occurring while the vehicle is in operation.

RELATING TO STUDENT INFORMED CONSENT.

Allows public school students in grades K through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.

RELATING TO QUALIFIED EXAMINERS.

Allows a court to choose from 1 to 3 qualified examiners in felony cases in which a defendant's fitness to proceed is in doubt. Requires that at least 1 of the examiners is a psychiatrist or licensed psychologist. Removes the requirement that 1 of the 3 examiners shall be a psychiatrist or licensed psychologist designated by the director of health from within DOH.

RELATING TO THE STATE SHERIFF.

Requires that any person appointed as State Sheriff by the Director of Public Safety shall have a minimum of five years of combined prior law enforcement experience.

RELATING TO RENEWABLE ENERGY.

Amends the "renewable portfolio standard" definition to more accurately reflect the amount of renewable energy generation in Hawaii by amending the renewable portfolio standard calculation to be based on electrical energy generation as opposed to electrical energy sales.

RELATING TO RESIDENTIAL REAL PROPERTY.

Requires prompt repair of any damages to the common areas or common elements in a planned community association or condominium. Specifies that if a management company or managing agent is responsible for repairs on an association's behalf and fails to complete the repairs in a timely fashion, a unit owner may repair damages and seek reimbursement from the management company or managing agent.
