Repeals the provision of the Uniform Information Practices Act that prohibits the disclosure of certain information regarding misconduct by a county police department officer if the misconduct only resulted in the suspension of the officer.
Requires that any production claiming the Motion Picture, Digital Media, and Film Production Income Tax Credit provide evidence of consideration of cultural and environmental sensitivities in Hawaii and hire or contract for the services of cultural, historical, or language experts. Extends the sunset date of the Motion Picture, Digital Media, and Film Production Income Tax Credit until January 1, 2024.
Requires by the end of the 2017-2018 school year, that all public schools, public charter schools, and the University of Hawaii and its divisions, campuses, and institutions have automated external defibrillators situated in a permanent location on campus. Requires the University of Hawaii and public and charter schools that have an athletic trainer to have an automated external defibrillator available at each sporting event. Requires the automated external defibrillators to be maintained and tested regularly. Clarifies that an athletic trainer or faculty member who administers an automated external defibrillator shall be considered to be doing so without remuneration or expectation of remuneration for purposes of immunity from civil liability.
Increases the Hawaii Emergency Planning and Community Right-to-Know Act tier II filing fee from $100 to $200 to provide needed preparedness resources to local area planning committees.
Establishes a 3-year parametric disaster insurance pilot program within DAGS to be funded by the interest from the hurricane reserve trust fund.
Provides income tax credits for employers when their employees telecommute for work and for conducting telecommute assessments.
Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.
Appropriates funds for grants-in-aid to the counties for assistance with identifying and mapping important agricultural lands.
Extends the time period in which the department of agriculture may certify important agricultural lands qualified agricultural cost tax credit.
Allows motorcycles to share the same lane as other vehicles when stopped or moving.
