Provides automatic step increases in teacher salaries for each year of satisfactory service completed by public school teachers. Increases the amount of time available to teachers for planning, preparation, and collaboration.
Establishes Dependent Care Flexible Spending Accounts for all working taxpayers. Defines qualifying individuals and eligible expenses. Outlines the requirements and limitations of the accounts. Applies to taxable years beginning after 12/31/2022
Appropriates $75,000,000 to the Department of Hawaiian Home Lands for infrastructure.
Establishes within the Department of Health a temporary Red Hill Bulk Fuel Storage Facility Defueling Commission to monitor the compliance of the United States Department of Defense or other agencies with any orders or laws relating to the Red Hill Bulk Fuel Storage Facility or United States Department of Defense infrastructure involved in the 2021 drinking water contamination event. Establishes a Red Hill Compliance Office to support the Commission. Appropriates moneys. Sunsets on 6/30/2027.

Exempts the sale of feminine hygiene products from the general excise tax.
Appropriates funds to expand the Hawaii State Health Insurance Assistance Program by: (1) contracting with third party service providers and staffing consultants and (2) recruiting more volunteers.
Exempts workforce development projects from paying school impact fees for the development of workforce housing if at least 90% of the residential units that are set aside for purchase or rent for residents in the low-income or moderate-income ranges are set aside specifically for public school teachers.
