RELATING TO SPORTS.

RELATING TO CHILD ABUSE REPORTING.

Amends the child abuse and neglect reporting requirement to specify that a member of the clergy shall not be required to report information gained solely during a penitential communication, unless exigent circumstances exist that justify disclosure of the abuse or neglect. Specifies that the general rule of privilege applicable to confidential communications made to a member of the clergy does not apply to communications relating to known or suspected child abuse or neglect when exigent circumstances exist that justify disclosure of the abuse or neglect.

RELATING TO AFFORDABLE HOUSING.

Makes the new construction of affordable housing eligible for exemption from environmental impact statement and environmental assessment requirements if it meets certain requirements.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.

RELATING TO TAX CREDIT FOR ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities, to be applicable to taxable years beginning after 12/31/2022. Establishes and appropriates funds for an on-site early childhood facility coordinator position. Effective 7/1/2050. (HD1)

RELATING TO HEALTH.

Authorizes state-licensed and credentialed physicians, advanced practice registered nurses, and physician assistants, who are not physically in the State, to issue prescriptions for certain controlled substances under a limited circumstance. Authorizes pharmacies to dispense such prescriptions.

RELATING TO ASSISTANCE FOR NEW BUSINESSES.

Requires DBEDT to provide support services to new businesses. Establishes a separate general excise tax rate for a business's first five years of operation. Exempts a business from paying any fees related to licensing and registration within its first five years of operation. Allows individuals to continue to receive unemployment benefits while in the process of starting a business. Requires the state procurement office to advise government bodies to allocate at least five percent of funding to procure goods and services from new businesses in the State. Prohibits savings and loan associations from requiring a signed confession of judgment from a small business as a condition of receiving a loan.
