RELATING TO FIREWORKS.

Requires the harbors division of the department of transportation to inspect shipments landing at a commercial harbor within the division's jurisdiction and originating from a geographic location that is known to manufacture, use, or export aerial fireworks. Requires the harbors division to use specialized canine units to perform these inspections. Appropriates moneys.

RELATING TO HISTORIC PRESERVATION.

Amends the definition of "historic property" to mean a building, structure, object, district, area, or site that is over 100 years old. Limits the applicability of section 6E-42, Hawaii Revised Statutes, which requires review of certain proposed projects, to privately-owned single-family detached dwelling units and townhouses that are over 100 years old and meet other statutory criteria.

RELATING TO AFFORDABLE HOUSING.

Establishes that whenever the infrastructure or equipment for electric utility service is required to be installed underground for affordable housing within an area that has been designated by a county as a transit-oriented development area, it shall be the responsibility of the electric utility company to install the infrastructure or equipment.

RELATING TO THE YOUTH VAPING EPIDEMIC.

Bans the sale of flavored tobacco products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. Includes heated tobacco products among the electronic smoking devices that are subject to restrictions under law.

RELATING TO THE USE OF FORCE IN SELF-PROTECTION.

Amends the law relating to the use of deadly force to establish under which circumstances a person using deadly force has no duty to retreat and has the right to stand the person's ground. Repeals statutory language that permits an actor to use deadly force at the actor's place of work in some circumstances.

RELATING TO TAX CREDITS.

Establishes a refundable income tax credit equal to twenty per cent of the federal child tax credit allowed and properly claimed on a taxpayer's federal tax return. Applies to taxable years beginning after 12/31/2020.

RELATING TO HISTORIC PRESERVATION.

Authorizes the state historic preservation division, in consultation with the office of Hawaiian affairs, to delegate the responsibility of historic preservation project reviews to the impacted county and establish a program for third-party individuals and organizations to conduct document reviews on proposed projects. Effective 1/1/2050. (HD2)

RELATING TO THE ENVIRONMENT.

Requires the chairperson of the board of land and natural resources to establish a task force to make recommendations on how to allow public and private employees to work at least one day a week to protect the environment, reduce wear on infrastructure, decrease traffic congestion, and reduce motor vehicle accidents.
