SB 1088: RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

SB 1088 provides financial rebates to developers who install "EV-ready" parking stalls in new affordable housing construction. These stalls are pre-wired and prepared for future electric vehicle charging stations, though chargers themselves are not required at installation. The bill directly affects developers building new affordable housing units, making EV infrastructure part of the initial construction. It aims to integrate EV compatibility into affordable housing from the start, without mandating immediate charger installation.

This analysis will help inform future planning but does not require immediate infrastructure changes or impose new requirements. The bill directs the Energy Office to complete this study, with any resulting plans taking effect on July 1, 2050. The bill mandates the DOT to develop specific standards for cleaner fuel use, focusing on lowering greenhouse gas emissions from transportation. It does not set immediate fuel requirements but establishes a timeline for the agency to create enforceable rules. The legislation is currently in committee review after its introduction in January 2026.
