The Dalilah Law

Maddy summaryThis bill, known as the Dalilah Law, would restrict commercial driver's licenses to U.S. citizens, lawful permanent residents, and holders of specific work visas. It requires states to verify the citizenship or visa status of all CDL applicants and renewals within 180 days of enactment, while also mandating English language proficiency testing for all license holders. States that fail to enforce these requirements or issue licenses to ineligible individuals risk losing federal transportation funding. The law also imposes lifetime disqualifications for operating commercial vehicles without proper immigration status.

MINT Act

Maddy summaryThe MINT Act modifies rules for federal home loan banks backing tax-exempt bonds used in community development projects. It removes a 2010 deadline for certain bond issuances and shifts safety requirements to be set by the Federal Housing Finance Agency Director, rather than fixed standards. This directly affects community development organizations and local governments using tax-exempt bonds for housing or neighborhood revitalization. The changes apply to guarantees issued after the bill's enactment, streamlining how these bonds are secured.

CDFI Fund Transparency Act

Maddy summaryThis bill requires the Treasury Secretary to give annual testimony to Congress about how the Community Development Financial Institutions Fund operates. The fund supports small businesses and community organizations through financial services, and this change would make its activities more visible to lawmakers. The testimony would cover the previous year's operations and would be given at the discretion of the chairs of the relevant House and Senate committees. This measure aims to increase transparency and oversight of the fund without changing how it distributes money or what programs it runs.

Maddy summaryThis bill, known as the SEEDS Act of 2026, would allow digital asset indexes to be included as eligible investments within Trump accounts, which are special tax-advantaged investment accounts. The term less-than-lethal projectile device means a device that (1) is not designed or intended to expel (and may not be readily converted to discharge) commonly used ammunition or projectiles exceeding a velocity of 500 feet per second; (2) is designed and intended to be used in a manner not likely to cause death or serious bodily injury; and (3) does not accept (and cannot be readily modified to accept) an ammunition feeding device. The bill also requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine whether a device satisfies the definition of a less-than-lethal projectile device within 90 days of a request.

Iran Human Rights, Internet Freedom, and Accountability Act of 2026

Maddy summaryThis bill directs U.S. agencies to support Iranian people's access to uncensored information and hold Iranian officials accountable for human rights abuses. It requires the State Department and FCC to report on technologies (like satellite networks and mesh systems) that could bypass internet restrictions in Iran, and authorizes $2 million annually to develop such tools. The bill also establishes a new "Iran Kleptocracy Initiative" at FinCEN to track corruption, freeze assets of Iranian regime officials and state-owned businesses, and coordinate with international partners. These measures apply to U.S. policy toward Iran but do not alter Iran's domestic laws; they focus on U.S. sanctions, technology development, and anti-corruption efforts targeting the Iranian regime.

Safe Skies Act of 2026

Maddy summaryThe Safe Skies Act of 2026 requires the Transportation Secretary to extend existing flightcrew rest and duty rules - currently applied to passenger flights - to all-cargo air carrier operations within 30 days of the bill's enactment. This directly affects flight crews and cargo airlines, ensuring they follow the same rest and duty time limits as those serving passengers. The bill modifies a 2012 FAA rule (77 Fed. Reg. 330) to apply universally, bypassing standard rulemaking procedures (5 U.S.C. § 553) for this specific adjustment. It makes no new policy changes beyond applying current passenger flight rules to cargo operations.
