Freedom of Speech and Religious Expression in Public Schools; Prohibiting a school district from discriminating against students or school personnel on the basis of political or ideological viewpoints or expression; authorizing students to express political or ideological beliefs in coursework, artwork, and other specified assignments; authorizing a student to wear clothing, accessories, and jewelry displaying political or ideological messages or symbols; authorizing political or ideological groups to advertise or announce meetings in the same manner and to the same extent as other groups; creating a private cause of action for persons and student clubs or groups harmed by specified violations, etc.

Prohibition of Pyramid Promotional Schemes; Citing this act as the “Direct Sales Consumer Protection Act”; prohibiting a person from establishing, promoting, operating, or participating in a pyramid promotional scheme; requiring the Department of Legal Affairs to issue and serve a complaint and cease and desist order in certain instances; providing penalties, etc.

Enforcement of Protections for Minors; Providing criminal penalties for health care practitioners who willfully or actively aid or abet another in a violation of specified provisions; clarifying that a private cause of action exists to recover damages for personal injury or death resulting from a violation of a specified provision; providing that an individual may recover all economic and noneconomic damages for injuries sustained before or after turning 18 years of age which result from such violation; creating a private cause of action to recover damages against certain public employees and health care practitioners for violations of specified provisions, etc.

Nonprofit Religious Organizations; Revising the conditions under which a nonprofit religious organization is not subject to the requirements of the Florida Insurance Code; requiring certain agents to provide a specified written disclaimer on certain applications and guideline materials, etc.

Department of Commerce; Repealing provisions relating to the Florida Small Cities Community Development Block Grant Program Act; providing an exemption for certain conveyances of state lands to certain federal agencies which revert to the Board of Trustees of the Internal Improvement Trust Fund if such land is not used for its intended purposes as a military installation buffer or if the military installation closes; requiring employers who are required to use the E-Verify system to verify a new employee’s employment eligibility to maintain an E-Verify case result for each employee which shows that the employee is authorized to work; requiring the department to provide an employer knowingly employing an unauthorized alien with a written determination, etc.

Electronic Payments of Retail Installment Contracts; Defining the terms “ACH payment” and “electronic payment”; authorizing holders of retail installment contracts and their agents to collect fees for processing electronic payments made by motor vehicle retail buyers under certain circumstances, etc.

Adoption and Display of Flags by Governmental Entities; Prohibiting a governmental entity from displaying, placing, or causing to be placed certain flags on real property; providing a penalty; specifying flags a governmental entity may display on such property; prohibiting a local government from adopting certain ordinances or regulations relating to the flag of the local government, etc.

Advertisement of a Harmful Vaccine; Defining the term “advertise”; providing manufacturer liability under certain circumstances; authorizing an individual to file a cause of action under certain circumstances within a specified timeframe, etc.

Certificate of Title Application Requirements; Including certain proof of identification and residency in requirements for certificate of title applications; providing that certain documents may include fingerprints and other unique biometric means of identity, etc.

Oaths of School Personnel; Requiring specified persons employed as members of school personnel to take a specified oath before entering upon the duties of a member of the school personnel; requiring persons employed in an administrative or instructional capacity at a Florida College System institution or state university to take a specified oath before entering upon the duties of a person employed in an administrative or instructional capacity, etc.
