Injunctions for Protection Against Marriage Fraud; Defining the term “marriage fraud”; creating a cause of action for an injunction for protection in cases of marriage fraud; authorizing a person who is the victim of marriage fraud to file a petition for such an injunction, regardless of any other available or pending petition, complaint, or cause of action; prohibiting the clerk of the court from charging a filing fee for such petitions; requiring a court to set a hearing upon the filing of such petition, etc.

Caller Identification Information; Prohibiting the transmission of misleading or inaccurate caller identification information; requiring a telecommunications company to provide the telephone number and location from which each telephone call originates; defining the term “STIR/SHAKEN authentication framework”; requiring each telecommunications company to file a certification with the Federal Communications Commission, etc.

Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.

Community-based Care Lead Agency Liability Insurance; Requiring the Office of Insurance Regulation, in collaboration with the Department of Children and Families and other entities, to review and analyze certain data; requiring the office to provide a certain report to the Governor and Legislature; authorizing the office to levy fines or otherwise penalize insurance companies, and the department to levy fines or otherwise penalize community-based care lead agencies, for failure to timely reply to certain requests for information, etc.

Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000

Statewide Data Sharing of Secondhand Dealer and Pawnbroker Transactions; Defining the term “statewide data sharing system”; revising the recordkeeping, transaction, and reporting requirements of certain secondhand dealers and pawnbrokers regarding transaction information to be shared with law enforcement agencies for inclusion in the statewide data sharing system, etc.

Medical Freedom; Citing this act as the "Medical Freedom Act"; repealing a provison relating to the future repeal of the definition of the term “messenger ribonucleic acid vaccine”; prohibiting a vaccine manufacturer from offering or paying, and a health care practitioner from receiving, specified financial incentives for the administration of a vaccine; requiring certain health care practitioners and paramedics to, before administering one or more vaccines to a minor child, provide the parent or legal guardian with specified materials; providing that specified amendments made by the act to s. 456.0575, F.S., take effect on a specified date or within a specified timeframe after the Board of Medicine and the Board of Osteopathic Medicine adopt certain materials by joint rule, whichever occurs later, etc.

Educational Facilities; Requiring the Office of Educational Facilities and the Office of Safe Schools to collaborate with specified entities to review the State Requirements for Educational Facilities, etc.

Gambling; Deleting language concerning factors to be considered in appointments to the Florida Gaming Control Commission; prohibiting betting on athletic contests with knowledge that the results are prearranged or predetermined; defining the terms “Internet gambling” and “Internet sports wagering”; prohibiting Internet gambling and Internet sports wagering and related offenses; prohibiting the transportation of a specified number of people, for the purpose of facilitating illegal gambling; prohibiting counties, municipalities, and other political subdivisions from enacting or enforcing any ordinance or rule regarding the regulation of gaming, gambling, lotteries, or any activities described in specified provisions, etc.

Public Records Requests Made to Law Enforcement Officers; Prohibiting law enforcement officers from accepting and processing public records requests while engaged in certain activities; providing that a law enforcement officer makes a certain determination; requiring that a law enforcement officer verbally inform an individual of certain information; providing criminal penalties for individuals who knowingly and willfully persist in attempting to compel a law enforcement officer to accept and process a public records request under certain circumstances, etc.
