Malt Beverages; Authorizes certain manufacturers to sell malt beverages to vendors; authorizes manufacturer to terminate, cancel, nonrenew, or discontinue certain contracts under certain conditions; provides that such termination, cancellation, nonrenewal, or discontinuance is not violation of unlawful acts & practices provisions; authorizes Division of Alcoholic Beverages & Tobacco to determine manufacturer’s yearly production amount, upon manufacturer’s request; provides that certain information is prima facie evidence.

Air-Conditioning and Mechanical Contractors; Revises definitions of terms "class A air-conditioning contractor" & "mechanical contractor" to include additional services that such contractors may perform.

Former Phosphate Mining Lands; Provides conditions for cause of action against certain former phosphate mine sites; provides for certain notice of former phosphate mines; requires DOH to conduct surveys of former phosphate land parcels upon petition; requires that specified documentation of radiation levels be submitted in certain civil actions related to phosphate mining.

One Water Approaches to Water Resource Management; Encourages One Water approaches to integrating water supply, quality, protection, & conservation that will support future growth & avoid projected water supply shortages.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

Florida State University College of Law Election Law Center; Establishes Florida State University Election Law Center within FSU College of Law; & provides requirements for such center.

Annexing State-owned Lands; Requires municipality proposing to annex state-owned lands to notify each member of legislative delegation of county at certain time.

Veterans' Benefits Assistance; Prohibits person from receiving compensation for referring individual to another person for advising, assisting, or consulting on veterans' benefits matters; authorizes compensation for services rendered during specified period only; requires that persons who advise, assist, or consult on veterans' benefits matters for compensation provide specified disclosures before entering into business relationship with client; prohibits providers who advise, assist, or consult on veterans' benefits matters from charging certain fees; prohibits charging of interest on payment plans; provides requirements in event of death of veteran claimant; provides security requirements for handling of veteran's personal & account information; requires provider to successfully complete specified background screening; provides that violation is deceptive & unfair trade practice which may be subject to specified penalties.
