Added a new definition for 'Provider' as an entity or individual assisting veterans with veterans' benefits matters, replacing the generic term 'person' in several contexts.

Added provision prohibiting a provider from receiving compensation before the resolution of a certain complaint if the individual receiving services files such a complaint.
