Family Court Report Cards; Requires Office of State Courts Administrator to establish pilot program beginning on specified date; provides appropriation; requires office to prepare & publish on its website annual family court report card of each judge who presides over family law proceedings in each judicial circuit beginning on specified date; requires office to maintain publicly accessible online database of report cards & certain statewide summaries; requesting Supreme Court to adopt rules.

Litigation Financing; Requires courts to consider potential conflicts of interest that may arise from existence of litigation financing agreement in specified circumstances; prohibits specified acts by litigation financiers; requires certain parties that enter into specified litigation financing agreements to serve specified notice; provides requirements for such notices; provides that certain information is not required to be included in such notices; authorizes courts to take specified actions relating to such notices; prohibits foreign funders from taking specified actions; provides construction; provides that litigation financing agreement is void & unenforceable in specified circumstances; provides for enforcement of specified violations under Florida Deceptive & Unfair Trade Practices Act; authorizes court, agency, or tribunal of competent jurisdiction to impose fines or other sanctions for certain violations.

Fees/Government-Facilitated Purchases and Sales of Individual and Small Employer Health and Dental Plans; Authorizes Florida Health Insurance Exchange to charge assessments & user fees to health carriers & generate funding for specified purpose; requires exchange to publish certain financial information on Internet website.

Restrictions on Local Government Regulations After a Hurricane; Revises circumstances under which certain land use regulations may be enforced; revising persons authorized to bring certain civil actions; requires certain pending applications to be processed in a specified manner.

Impact Fees; Provides requirements for coordination mechanisms that are required for certain agreements required as part of intergovernmental coordination element of comprehensive plan; requires that plan-based methodology used for certain interlocal agreements be consistent with certain comprehensive plan requirements; requires that demonstrated-need study use plan-based methodology; prohibits local governments, school districts, & special districts from including certain deductions in certain impact fee increases & from increasing impact fee rates beyond certain phase-in limitations by more than specified percentage; provides that prevailing petitioner is entitled to impact fee overpayment refund, with interest; provides that certain prevailing petitioners are entitled to reasonable attorney fees & costs.

Residential Property Insurance; Requires OIR to establish & maintain comprehensive resource center on its website; provides requirements for resource center; specifies that certain information is not trade secret & is not subject to certain public records exemptions; requires residential property insurers to provide notice of comprehensive resource center on office's website with any offer of coverage & policy renewal; prohibits insurer from including value of certain land when establishing homeowner's policy coverage amount or adjusting certain claims; provides construction; provides that notice of premium discounts for hurricane loss mitigation must include information about whether insurer offers enhanced discounts for roof systems that use secondary water resistance.

Child Welfare; Provides that new medical report relating to provision of psychotropic medication to child in legal custody of DCF may be required only under certain circumstances; requires DCF & each community-based care lead agency to coordinate with certain organizations & meet quarterly; requires DCF & each community-based care lead agency to make certain information available on their respective websites; requires, beginning in specified year, DCF & each community-based care lead agency to publish on their respective websites biannual report containing specified information; requires caregiver to provide weekly cash allowance to each child in his or her care beginning when child attains certain age; requires physician to provide to pharmacy copy of certain documentation, rather than signed attestation, with certain prescriptions.

Motorcycle Specialty License Plates; Requires DHSMV to develop Endless Summer motorcycle specialty license plate; specifies design requirement for plate; requires that number of valid Endless Summer motor vehicle & motorcycle specialty license plates be added together for purposes of certain determination.

Individual Education Plans; Revises requirements for school districts relating to determination of eligibility, implementation, & accountability for student IEPs; provides that parent has right to access, upon request, service logs within specified timeframe; requires IEP team to inform parents of such right; requires each school district to provide individualized orientation to parent of student newly identified to be eligible for exceptional student education services; requires school district to obtain signed acknowledgement from each parent; provides requirements for orientation & acknowledgement; requires school districts to notify parents of available refresher orientations each year; requires that certain information be retained in student's education records; requires school districts to develop standardized services logs for provisions of specified services for use by specified persons.

Governmental Agencies and Personnel ; Prohibits state agency or officer from directing funds offered to state to third party as condition of settlement; provides that state agency or officer must provide written notification of terms of settlement to Legislature & Attorney General within specified time; prohibits authorization or approval of reimbursements for travel expenses to & from person's residence & his or her headquarters for specified positions; requires that official headquarters for specified positions be city or town in which department's official headquarters is located; prohibits persons serving in specified positions from being reimbursed for certain travel expenses; prohibits lobbyist or principal from making, & prohibiting district governing board member, executive director, or any district employee who qualifies as local officer from accepting, any expenditure; removes provision prohibiting state residency requirements for university board members.
