Combatting Racist Training in the Military Act of 2021 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.

One Federal Decision Act of 202 1 This bill provides statutory authority for the policy that requires federal agencies to coordinate environmental reviews and authorization decisions for major infrastructure projects. It also sets a goal for completing environmental reviews within two years. The Department of Transportation (DOT) must review existing practices, procedures, programmatic agreements, and applicable laws to identify potential changes that would facilitate an efficient environmental review process for projects. All authorization decisions for construction of a major project must be completed within 90 days of the issuance of a record of decision for the project, although the lead agency could extend the deadline in some cases. The lead agency must develop an environmental review schedule with the project sponsor that is consistent with an agency average of not more than two years for the completion of the environmental review process for major projects. DOT must also (1) establish a performance accountability system to track each major project, and (2) provide other relevant federal agencies with a list of categorical exclusions under the National Environmental Policy Act that are applicable to highway projects and that would accelerate project delivery. The bill also eliminates the two-year limitation on filing claims seeking judicial review of permits, licenses, or approvals issued by a federal agency for railroad projects.
Get Americans Back To Work Act This bill makes an individual ineligible for federal pandemic unemployment compensation (FPUC) after June 30, 2021. It also reduces the amount of FPUC to $150.00 for weeks of unemployment ending after May 31, 2021, and ending on or before June 30, 2021. Under current law, an individual is eligible for FPUC for weeks of employment ending on or before September 6, 2021 in the amount of $300.
Critical Infrastructure Employee Protection Act This bill requires the Department of Transportation (DOT) to support state, local, tribal, and territorial jurisdictions in providing (1) priority COVID-19 (i.e., coronavirus disease 2019) testing for essential critical infrastructure employees; (2) priority access to personal protective equipment, sanitizers, face coverings, and health-related or protective supplies necessary to safely perform essential critical infrastructure work; and (3) priority access to COVID-19 vaccinations for such employees. Essential critical infrastructure employees include, but are not limited to, medical and health care, telecommunications, information technology systems, defense, food and agriculture, transportation and logistics, energy, water and wastewater, and law enforcement. DOT must also issue regulations to adopt guidance from the Department of Homeland Security during any future health crisis to account for the transportation sector and ensure it takes substantially similar action regarding prioritization for essential critical infrastructure employees.
Motor Carrier Safety Selection Standard Act This bill establishes a standard of care for the selection of brokers and other entities that contract with motor carriers for the shipment of goods or household goods. A broker is a person, other than a motor carrier or an employee or agent of a motor carrier, that as a principal or agent sells, offers for sale, negotiates for, or holds itself out by solicitation, advertisement, or otherwise as selling, providing, or arranging for, transportation by motor carrier for compensation. Specifically, the bill requires such entities to verify that a transporting motor carrier (1) is properly registered with the Department of Transportation (DOT); (2) has obtained the minimum required insurance coverage; and (3) is not determined unfit to safely operate commercial motor vehicles, or otherwise ordered to discontinue operations by the Federal Motor Carrier Safety Administration or a state. DOT must prescribe by regulation a process for revoking the registration of an owner or operator determined unfit to safely operate a commercial motor vehicle.
Rolling Stock Protection Act This bill eliminates the exemption from the prohibition on procurement of rail rolling stock for use in public transportation with respect to executed contracts between public transportation agencies and certain rolling stock manufacturers. Such prohibited manufacturers include ones that, among other things, are owned or controlled by a company based in a nonmarket economy country that is flagged for monitoring by the United States Trade Representative.
This resolution recognizes that federal law enforcement, federal property, and citizens' rights must be protected. It also urges political leaders to condemn violent protests and criminal behavior associated with rioting and supports the prosecution of individuals who actively engaged in rioting.
Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.
The American PPE Supply Chain Integrity Act This bill requires specified federal departments to purchase certain items, including medical supplies, personal protective equipment (PPE), and clothing, from the United States, with exceptions. Specifically, the bill requires the Department of Health and Human Services, the Department of Homeland Security (DHS), and the Department of Veterans Affairs to purchase items such as specified medical supplies (including disinfecting wipes), PPE, and fabric products (including clothing, bags, and tents) from products that are 100% grown, reprocessed, reused, or produced in the United States. The bill requires regulations to (1) prohibit the use by any federal department or agency of reverse auctions or lowest price technically acceptable contracting methods for the procurement of PPE if the level of quality or failure of the item could result in infection, illness, or death; and (2) establish a preference for the use of best value contracting methods for the procurement of such equipment. The bill applies the Berry Amendment (which requires the Department of Defense to give preference in procurement to domestically produced, manufactured, or homegrown products) to specified supplies and equipment, such as surgical dressing materials, hospital and surgical clothing, and textile medical supplies and equipment.
Abortion Providers Loan Elimination Act This bill makes abortion providers ineligible to receive a loan under the Paycheck Protection Program, which was established to support small businesses in response to COVID-19. This prohibition shall not apply to hospitals or entities that exclusively provide abortions (1) where the pregnancy is the result of rape or incest, or (2) where the pregnancy endangers the life of the mother. The Inspector General of the Small Business Administration must report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and to other abortion providers.
