History and Tradition Protection Act of 2021 This bill limits the remedies available for certain civil actions involving the deprivation of rights under color of law. Specifically, remedies will be limited to injunctive and declaratory relief for claims where the deprivation of rights consists of violation of a prohibition in the Constitution against the establishment of religion. Additionally, no attorney's fees shall be awarded in proceedings in vindication of civil rights with respect to such a claim concerning the actions of states and localities. With regard to a claim brought against the United States or a federal official acting in his or her official capacity, the bill prohibits the award of reasonable fees and expenses of attorneys to the prevailing party.

Forbidding Repressive Executive Efforts and Denouncing Overreaching Mandates Act or the FREEDOM Act This bill requires each executive agency to report on the effects of requiring its employees to be vaccinated against COVID-19 and certify whether such a requirement will adversely affect the ability of the agency to carry out its mission. Specifically, such report shall include the estimated number of employees who do not intend to get vaccinated and would leave as a result, the effects on such agency's workforce and on its ability to carry out its mission, any agency plans to mitigate the loss of institutional knowledge, and estimates of how long the agency will take to fill the positions left vacant and the costs of filling such positions.
Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on October 1, 2021.
Veterans Census-Enabled National Treatment Equitable Resource Supplement for Mental Health Act of 2021 or the Vet CENTERS for Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA) to ensure the number of Vet Centers in certain states is increased by at least one additional center if the VA determines the state meets specified requirements. The VA must also establish a community-based outpatient clinic in each state that does not share a land border with another state, is located at least 2,000 miles from the contiguous United States, and contains no such clinic.
This resolution honors Gibraltar's contribution to advancing U.S. security interests in the Mediterranean region and expresses support for the people of Gibraltar.
Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.
Disaster Assistance Equity Act of 20 21 This bill makes common interest communities, such as housing cooperatives (co-ops) and condominiums, eligible for the same assistance from the Federal Emergency Management Agency (FEMA) as other homeowners. Specifically, the bill adds definitions of residential common interest community, condominium, and housing cooperative to the Robert T. Stafford Disaster Relief and Emergency Assistance Act; requires FEMA to issue rules for the removal of debris or wreckage from real estate owned by a residential common interest community resulting from a major disaster and deems such removal to be in the public interest when a state or local government determines in writing that such debris or wreckage constitutes a threat to life, public health or safety, or the economic recovery of such community; and provides for the repair of essential common elements of a condominium or co-op damaged by a disaster under FEMA's Federal Assistance to Individuals and Households Program.
2020 WHIP+ Reauthorization Act This bill expands disaster indemnity programs through which the Department of Agriculture provides payments to agricultural producers for crop and milk losses resulting from hurricanes, wildfires, and other qualifying natural disasters. In particular, the bill extends the Wildfire and Hurricane Indemnity Program Plus (WHIP+), the On-Farm Storage Loss Program, and the Milk Loss Program to make losses that occurred in the 2021 and 2022 calendar years eligible for payments. Under current law, these programs provide disaster payments to agricultural producers with crop and milk losses resulting from qualifying natural disasters that occurred in the 2018 and 2019 calendar years.
This resolution opposes the enactment of any federal law that voids state laws that prohibit employers from requiring workers to join a union as a condition of employment.
Countering Communist China Act This bill addresses issues related to China, tax incentives, and other topics. The bill imposes visa- and property-blocking sanctions on certain entities and individuals that (1) are involved in acts of malign disinformation on behalf of a foreign government or political party, or (2) have engaged in a pattern of significant infringement of intellectual property belonging to a U.S. entity or individual. It also authorizes sanctions on developers and owners of software that makes unauthorized transmissions of user data to servers that are located in China and are accessible by China's government. The bill also provides tax incentives for relocating pharmaceutical, medical supply, or medical device manufacturing to the United States, including by allowing accelerated depreciation of nonresidential real property acquired in connection with such relocation; eliminates the five-year amortization requirement for research and experimental expenditures scheduled to begin in 2022, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred; prohibits an institution of higher education from receiving certain federal funds if the institution has a contractual partnership with an entity controlled by China's government or organized under China's laws; modifies presumptions and evidentiary standards in administrative patent validity challenges; bars China from asserting sovereign immunity in certain instances; requires U.S. representatives to the International Monetary Fund (IMF) to take certain actions, such as opposing any increase to the weight given to China's currency when determining the value of IMF Special Drawing Rights; and permanently rescinds unobligated funds previously made available for certain economic relief programs related to COVID-19.
