Relative to Black April Memorial Month.

This measure would proclaim the month of April 2019 as Black April Memorial Month, a special time for Californians to remember the countless lives lost during the Vietnam War era, and to hope for more justice and liberty for the people of Vietnam.

Relative to Vietnamese refugees.

This measure would respectfully urge the President of the United States to stop any efforts to reinterpret, disregard, or in any way prohibit the extension of the 2008 United States-Vietnam repatriation agreement and would urge that any renegotiation of the agreement include historically accepted deportation protections for Vietnamese refugees and would state that the Legislature stands in solidarity with the Vietnamese refugees.
