Capitol Police Emergency Assistance Act of 2021 This bill allows the chief of the U.S. Capitol Police to request emergency assistance from executive departments and executive agencies to prevent significant disruption of governmental function and public order at the U.S. Capitol. The bill also eliminates statutory qualification and approval requirements for law enforcement and uniformed service personnel appointed to serve as special police officers, including during periods of emergency initiated by the chief under the bill. Further, special police regulations prescribed by the U.S. Capitol Police Board are subject to approval by the Speaker of the House and Senate majority leader under the bill. Those regulations are subject to approval by the Speaker and the President pro tempore of the Senate under current law. Finally, the bill requires the Senate Committee on Rules and Administration and the House Committee on House Administration to jointly conduct at least one oversight hearing of the U.S. Capitol Police Board during each Congress.

Daniel Anderl Judicial Security and Privacy Act of 2021 This bill generally prohibits federal agencies and private businesses from publicly posting certain personal information (e.g., home addresses) of federal judges and their immediate family members. It also (1) requires information to be removed upon written request from the federal judge concerned, (2) prohibits data brokers from purchasing or selling such information, and (3) establishes programs to protect such information at the state and local level and to enhance security for judges.

This resolution expresses support for the goals and ideals of American Diabetes Month and decreasing the prevalence of diabetes in the United States through increased research, treatment, and prevention.

Protecting Medicare and American Farmers from Sequester Cuts Act This bill makes several budgetary, technical, and procedural changes, particularly in relation to Medicare and increasing the debt limit. Specifically, the bill continues to exempt Medicare from sequestration until March 31, 2022. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.) The bill also establishes expedited Senate procedures for considering legislation to increase the debt limit. The procedures limit debate, waive points of order, and prohibit amendments. The procedures may only be used once and expire after January 16, 2022. Additionally, the bill (1) temporarily extends other provisions under Medicare, including a payment increase under the physician fee schedule; and (2) requires any debits recorded for FY2022 on the statutory pay-as-you-go (PAYGO) scorecards to be deducted from the scorecards for 2022 and added to the scorecards for 2023.

Humane Cosmetics Act of 2021 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.

Deceptive Experiences To Online Users Reduction Act or the DETOUR Act This bill prohibits large online operators from manipulating their product to mislead consumers into providing personal information or giving consent. The bill further prohibits these operators from studying the behavioral patterns of subsets of users without first obtaining informed consent, and it prohibits designing online products that lead to compulsive usage by children. If meeting certain requirements, an association of large online operators may register with the Federal Trade Commission (FTC) as a professional standards body to develop and promote best practices and guidance for complying with the requirements of this bill. The bill provides authority for the FTC to enforce the requirements of this bill.

Building Equitable Access to Contribute to Our National Security Act of 2021 or the BEACON Act of 2021 This bill implements plans and requirements related to minority institutions of higher education and their contributions to national security efforts. Specifically, the bill requires the Department of Defense (DOD) to submit a plan for the establishment of the Minority Institute for Defense Research. The plan must be made available on a publicly accessible DOD website. DOD is authorized to establish a program to award grants to leading minority institutions to, among other purposes, advance research capabilities relating to national security. Under the bill, certain contracts awarded to educational institutions must include a requirement to subcontract with one or more minority institutions for a total amount of at least 5% of the amount awarded in the contract.

This bill redesignates the Geospatial Learning Center in the Next NGA West facility in St. Louis, Missouri, as the Senator Roy Blunt Geospatial Learning Center.
