Rights for the Transportation Security Administration Workforce Act of 2021 or the Rights for the TSA Workforce Act of 2021 This bill modifies the workplace rights, protections, and benefits applicable to Transportation Security Administration (TSA) personnel. Specifically, the bill within 180 days, eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates, leave rights, and other rights of TSA and Federal Air Marshal Service employees; and requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The bill also directs the TSA to implement in-person or remote mental health programs at each field office of the Federal Air Marshal Service and consult with labor associations to address concerns regarding federal air marshals, including mental health and suicide rates; requires DHS to prioritize the hiring of veterans, including disabled veterans; and directs the TSA to ensure its employees are provided proper guidance regarding prevention and protections against the coronavirus.

Ensuring Access to Primary Care for Women & Children Act This bill temporarily applies a Medicare payment rate floor to Medicaid primary care services that are provided after the date of enactment of the bill or during a public health emergency, extends the payment rate to additional types of practitioners (e.g., obstetricians), and establishes other requirements with respect to payment for such services.

Safe Gun Storage Act of 20 21 This bill requires safety standards for firearm locks and safes. Under such standards, firearm locks must be reasonably designed to (1) prevent the firearm from discharging while the lock is activated, and (2) prevent unauthorized access to the firearm. Further, firearm safes must be reasonably designed to (1) secure firearms, and (2) prevent unauthorized access to the safe through physical manipulation or damage.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to facilitate patients' access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases.

Extreme Risk Protection Order Act of 2021 This bill establishes grants to support the implementation of extreme risk protection order laws at the state and local levels, extends federal firearms restrictions to individuals who are subject to extreme risk protection orders, and expands related data collection. Extreme risk protection order laws, or red flag laws, generally allow certain individuals (e.g., law enforcement officers or family members) to petition a court for a temporary order that prohibits an at-risk individual from purchasing and possessing firearms. Among its provisions, the bill directs the Department of Justice to establish a grant program to help states, local governments, Indian tribes, and other entities implement extreme risk protection order laws; extends federal restrictions on the receipt, possession, shipment, and transportation of firearms and ammunition to individuals who are subject to extreme risk protection orders; and requires the Federal Bureau of Investigation to compile records from federal, tribal, and state courts and other agencies that identify individuals who are subject to extreme risk protection orders.

Pursuing Equity in Mental Health Act This bill establishes and expands programs to address racial and ethnic disparities in mental health. Specifically, the Department of Health and Human Services (HHS) must award grants to establish interprofessional behavioral health care teams in areas with a high proportion of racial and ethnic minority groups. In addition, HHS may award grants to incorporate best practices and competencies to address mental health disparities in curricula for training social workers, psychologists, and other behavioral health professionals. HHS must also promote behavioral and mental health and reduce stigma associated with mental health conditions and substance use disorder through outreach to racial and ethnic minority groups. HHS must consult with appropriate advocacy groups and behavioral health organizations to develop a strategy for this outreach. The bill also (1) reauthorizes the minority fellowship program to support the education of mental health professionals who provide services to racial and ethnic minorities, and (2) requires studies on mental health disparities and the effects of social media use on adolescents.

American Jobs Matter Act of 2021 This bill requires an executive agency to include the effects on employment within the United States (a jobs impact statement) in the evaluation factors that must be considered in each solicitation for competitive proposals for contracts in excess of $1 million for the procurement of (1) manufactured goods, (2) goods or services listed in a required report of industrial base capabilities, or (3) any item procured as part of a major defense acquisition program. An agency must state in the solicitation for such competitive proposals that it will consider, as an evaluation factor, information included in an offer related to the effects on employment within the United States. Each agency must (1) annually assess the accuracy of such a statement submitted by an offeror awarded a contract, and (2) track the number of jobs created or retained during the performance of such contract. If the number of jobs created or retained falls short of agency estimates, an agency may consider this as a factor that affects a contractor's past performance in the award of future contracts. The Department of Defense (DOD) shall report annually on the frequency of use within DOD of jobs impact statements in the evaluation of competitive proposals. The Department of Defense Supplement to the Federal Acquisition Regulation must be revised to implement this bill.

21st Century Buy American Act This bill modifies domestic product preferences for federal acquisitions. The bill also allows the Department of Defense to make or guarantee loans to manufacturers under the Defense Production Act for specified uses, such as to increase the capacity to produce items that are vital to national security. The bill requires more than 60% of a product's cost to be from domestic components for the product to qualify as American for purposes of the Buy American Act. The bill narrows the circumstances under which the overseas use exception and the public interest exception to domestic content requirements may be made. The General Services Administration must maintain BuyAmerican.gov, which must include and make available to the public (1) information on all waivers and exceptions to domestic product preference laws requested, under consideration, or granted; and (2) publicly available contact information for the contracting agencies. No requested waiver of a domestic product preference law may be granted if (1) the request was not made available to the public, (2) the information available to the agency concerning the request was not made available to the public, or (3) no opportunity for public comment concerning the request was granted.

Diversifying by Investing in Educators and Students To Improve Outcomes For Youth Act or the Diversify Act This bill revises the Teacher Education Assistance for College and Higher Education (TEACH) grant program. The TEACH program awards grants to undergraduate and graduate students who commit to teaching in a high-need field and in an elementary or secondary school that serves low-income students. First, the bill raises the maximum amount for TEACH grants. Second, the bill allows TEACH grants to cover the full cost of attendance. Currently, these grants may be used only for tuition, fees, and on-campus housing. The bill allows teaching in a high-need early childhood education program to count toward service requirements for the program. Next, the bill eliminates the process for converting a TEACH grant to a loan if a recipient does not complete the requirements of the program. Further, the bill prohibits the Department of Education (ED) from instituting or creating a monetary penalty for failure or refusal to complete the service requirement. In addition, the bill requires ED to send an electronic certificate to grant recipients who have completed their service requirement. The bill also exempts the TEACH program from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.

COVID - 19 Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of hate crimes and reports of hate crimes. DOJ must issue guidance for state, local, and tribal law enforcement agencies on establishing online hate crime reporting processes, collecting data disaggregated by protected characteristic (e.g., race or national origin), and expanding education campaigns. Additionally, DOJ and the Department of Health and Human Services must issue guidance aimed at raising awareness of hate crimes during the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.
