New Markets Tax Credit Extension Act of 2021 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2021, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2020).

Keystone XL Pipeline Construction and Jobs Preservation Act This bill authorizes the TransCanada Keystone Pipeline to construct, connect, operate, and maintain the pipeline facilities in Phillips County, Montana, for the import of oil from Canada to the United States.

Fair and Open Competition Act or the FOCA Act This bill prohibits federal construction contracts or controlling documents for federally supported construction projects from requiring or prohibiting project labor agreements. Such documents also may not discriminate against or give preference to a bidder or contractor who signs or refuses to sign a project labor agreement. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

Direct Interstate Retail Exemption for Certain Transactions Act or the DIRECT Act This bill allows meat and poultry products inspected by State Meat and Poultry Inspection programs to be sold by retail stores, restaurants, or similar retail-type establishments over the internet and shipped by a carrier in commerce (other than for export to a foreign country), provided the meat and poultry products so inspected are shipped directly to household consumers and in normal retail quantities. (Under the inspection programs, the Department of Agriculture Food Safety and Inspection Service allows states that meet certain requirements to inspect meat and poultry. The state-inspected products are currently limited to intrastate commerce, unless a state opts into a separate Cooperative Interstate Shipment Program.)

Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.

Safeguarding Oil and Gas Leasing and Permitting Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Gulf of Mexico region of the outer Continental Shelf.

Winning the International Race for Economic Leadership and Expanding Service to Support Leadership Act or the WIRELESS Leadership Act This bill limits the authority of, and places deadlines on, a state or local government over decisions regarding the placement, construction, and modification of personal wireless service facilities. Specifically, the bill requires that the regulation of the placement, construction, or modification of a personal wireless service facility by any state or local government shall not unreasonably discriminate among providers of the same service, including by providing exclusive or preferential use of facilities to a particular class of providers. However, a state or local government may establish reasonable and nondiscriminatory structural engineering standards, safety requirements, and aesthetic or concealment requirements for certain facilities. Additionally, a state or local government must grant or deny a complete request for authorization to place, construct, or modify certain personal wireless service facilities within 90 days of receipt of the request or within 150 days of receipt of a request to take any other action relating to such facilities. A state or local government is authorized to charge a reasonable, objective, cost-based fee for review of a request or for use of a right-of-way or a facility in a right-of-way owned or managed by the local authority.

This resolution requests that the President transmit to the House of Representatives documents related to the amount of funding that was provided in specified laws regarding COVID-19 (i.e., coronavirus disease 2019) and is currently unspent. The specified laws include the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020; the Families First Coronavirus Response Act; the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); the Paycheck Protection Program and Health Care Enhancement Act; and Division N of the Consolidated Appropriations Act, 2021.

Creating Resources to Improve Situations of Inherent Severity Act or the CRISIS Act This bill increases the authorization of FY2022-2023 appropriations for crisis care under the Community Mental Services Block Grant program for adults with serious mental illnesses and children with serious emotional disturbances. The bill also requires states and territories to expend a certain percentage of their grant funds on evidence-based crisis care activities such as crisis call centers, 24/7 mobile crisis services, and crisis stabilization programs in hospitals or other licensed facilities.

This resolution urges the U.S. Postal Service to take steps to ensure the continuation of its six-day mail delivery service.
