Access for Veterans to Records Act of 2022 This bill directs the Office of the Archivist of the United States to submit to Congress a comprehensive plan for eliminating the backlog of requests for records from, and improving the efficiency and responsiveness of operations at, the National Personnel Records Center. Such plan must include the number and percentage of unresolved veteran record requests that have been pending for more than 20 days, 90 days, and one year; target time frames to eliminate the backlog; a detailed plan for using existing funds to improve technology infrastructure, including secure access to appropriate agency federal records, to prevent future backlogs; actions to improve customer service for requesters; measurable goals with respect to the comprehensive plan and metrics for tracking progress toward such goals; and strategies to prevent future record request backlogs, including backlogs caused by an event that prevents employees of the center from reporting to work in person. The office must submit updates of such plan at specified intervals.

This joint resolution nullifies the interim final rule issued by the Department of Veterans Affairs (VA) titled Reproductive Health Services and published on September 9, 2022. The rule authorizes the VA to provide certain abortion-related care to veterans. The rule also applies to such care provided to beneficiaries covered under the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA).

Mandatory Materiality Requirement Act of 2022 This bill limits additional disclosure requirements applicable to issuers of securities. Specifically, the Securities and Exchange Commission may only require an additional disclosure if the commission determines that there is a substantial likelihood that a reasonable investor of the issuer would consider the information important with respect to an investment decision.

Bring Our Heroes Home Act This bill establishes at the National Archives a collection of records that relate to the fate or status of missing Armed Forces personnel. Each government office must identify and locate such records in its possession and transmit them to the Archives. The bill establishes a temporary board to ensure and facilitate the review, transmission, and public disclosure of such records. The bill generally makes such records public, with specified exceptions.

Tribal Trust Land Homeownership Act of 2021 This bill sets forth requirements for the processing of a proposed residential leasehold mortgage, business leasehold mortgage, land mortgage, or right-of-way document by the Bureau of Indian Affairs. The bureau must notify lenders upon receipt of such documentation, perform a preliminary review of such documents not later than 10 days after receipt, and approve or disapprove of such documents within 20 or 30 days, depending on the type of application. Additionally, the bill sets forth requirements for the bureau regarding (1) response times for the completion of certified title status reports, (2) notification of delays in processing, and (3) the form of notices and delivery of certain reports. The bill also provides relevant federal agencies and Indian tribes with read-only access to the Trust Asset and Accounting Management System maintained by the bureau. The Government Accountability Office must report on digitizing documents for the purpose of streamlining and expediting the completion of mortgage packages for residential mortgages on Indian land. Finally, the bill establishes within the bureau's Division of Real Estate Services the position of Realty Ombudsman.

Technology Grants to Strengthen Domestic Mining Education Act of 2022 or the Mining Schools Act of 2022 This bill establishes a grant program for mining schools to recruit students and enhance educational programs, including those related to critical mineral and rare earth element exploration, extraction, and refining.

This bill provides that independent agents and brokers who are contracted to market Medicare Advantage or Medicare prescription drug benefit plans do not have to record calls with beneficiaries.

Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season, including by applying the Reid Vapor Pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol.
