Celiac Safety Act of 2026

Maddy summaryThe Celiac Safety Act of 2026 officially classifies gluten-containing grains as a major food allergen under federal law, directly impacting the food industry and individuals with celiac disease or gluten intolerance. This change requires manufacturers to label products containing wheat, rye, barley, or their crossbred hybrids with the same prominence as other major allergens like milk. The new labeling requirements will not take effect until 18 months after the law is enacted, giving businesses time to adjust their packaging and production processes.

Constance C. McDaniel Medically Necessary Infant Formula and Donor Milk Act

Maddy summaryThis bill, titled the Constance C. McDaniel Medically Necessary Infant Formula and Donor Milk Act, directs the Department of Health and Human Services to create a three-year pilot program that provides financial assistance to eligible parents for purchasing infant formula or donor milk. To receive aid, parents must have a child under one year old who cannot breastfeed due to specific medical conditions, such as maternal illness, adoption, or infant digestive issues, and must not already qualify for the Special Supplemental Nutrition Program for Women, Infants, and Children. The program offers flexible funding methods like vouchers or reimbursements and requires the government to evaluate its effectiveness annually while reporting results to Congress. The initiative is authorized for a total of $60 million over four fiscal years and will end three years after the law is enacted.

To nullify the decision and order of the Endangered Species Committee with respect to certain oil and gas activities, and for other purposes.

Maddy summaryThis bill nullifies a specific decision made by the Endangered Species Committee regarding oil and gas operations in the Gulf of America. It immediately cancels any exemptions previously granted to these activities under the Endangered Species Act and bars federal agencies from using funds to enforce the canceled order. For a three-year period starting when the bill is enacted, the committee is prohibited from issuing any new exemptions for Gulf oil and gas projects. Consequently, all standard environmental protections required by the Endangered Species Act will continue to apply fully to these activities.

IMPACT to Save Moms Act

Maddy summaryThe IMPACT to Save Moms Act directs the Centers for Medicare & Medicaid Services to run a five-year demonstration project from 2027 to 2031, allowing states to test new payment models for maternity care under Medicaid and state child health plans. This initiative aims to improve health outcomes for pregnant and postpartum individuals, with a specific focus on reducing disparities among groups that experience higher rates of maternal mortality and severe complications. To achieve these goals, the project requires states to consider alternative payment structures that account for pregnancy risk levels, include diverse care teams with training on bias, and address social factors affecting health. The bill also mandates that the federal government evaluate the project's impact on health outcomes and spending, and submit a final report to Congress with recommendations on whether to expand the program nationwide.
