Maddy summaryThe FORTIFY Act allows defense equipment and services to move freely between Estonia, Latvia, and Lithuania without needing special permission from the U.S. President. This change removes previous legal barriers that required U.S. approval whenever one Baltic nation shared military supplies with another. Additionally, the bill directs the U.S. Department of Defense to set up a shared digital system so these countries can easily coordinate and share ammunition for training and operations. The legislation aims to strengthen regional security by making it easier for Baltic allies to support each other militarily.

Nationwide Consumer and Fuel Retailer Choice Act of 2025 This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. Specifically, the bill applies the waiver for Reid Vapor Pressure requirements that is applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with up to 15% ethanol (E15). This change allows gasoline that is blended with 10% to 15% ethanol to be sold year-round. Currently, states may be excluded from the waiver for Reid Vapor Pressure requirements by submitting documentation supporting that the waiver would increase air pollution. The bill nullifies existing state exclusions, but states may submit documentation after enactment of the bill to be excluded going forward. The bill also modifies the Renewable Fuel Standard Program, which requires transportation fuel sold or introduced into commerce in the United States to contain minimum volumes of renewable fuel. Under the existing program, obligated parties, such as small refineries, must satisfy the volume obligations by either blending renewable fuels into their gasoline or diesel fuel products or by acquiring credits that represent the required renewable fuel volume. The bill directs the Environmental Protection Agency to return compliance credits to small refineries under certain circumstances.

The resolution expresses condolences and appreciation to the loved ones of each law enforcement officer who has made the ultimate sacrifice in the line of duty.
Maddy summaryThe Connected Vehicle Security Act of 2026 restricts the importation, sale, and manufacture of vehicles and related technology from specific countries, including China, Russia, Iran, and North Korea, to address national security concerns. The law defines prohibited items as connected vehicles, their software, and hardware components and sets different effective dates, with vehicle bans starting in 2027 and hardware restrictions beginning in 2030. A government official can grant exceptions for specific items after reviewing security risks and notifying Congress, while the agency must publish annual reports on enforcement actions and compliance.
Maddy summaryThe Guard the Skies Act allows the National Guard to protect specific facilities and assets from unmanned aircraft when requested by a state's chief executive officer. This law authorizes the Secretary of Defense to deploy National Guard members to take actions normally reserved for federal agencies, such as the Department of Transportation and the Federal Aviation Administration, during these security missions. The bill also adjusts existing rules to ensure that selected Reserve and Individual Ready Reserve members can be ordered to active duty specifically for these protection efforts. By clarifying the roles of the Department of Defense and other agencies, the legislation aims to streamline coordination for safeguarding critical infrastructure against drone threats.
Maddy summaryThe Training Rural Law Enforcement Officers Act of 2026 allows nonprofit organizations to receive federal grants to provide free training to small rural police departments and sheriff's offices with fewer than 50 officers. This change aims to help smaller agencies access funding that they often cannot navigate due to complex application processes and reporting requirements. The bill authorizes these grants only if the training aligns with Department of Justice priorities and is delivered at no cost to the recipient agencies. Eligible nonprofits must have recognized expertise in law enforcement training as determined by the Attorney General.

It recognizes the economic value of birdwatching, noting that it generates billions in revenue and supports millions of jobs. The bill also highlights the importance of conserving migratory bird populations and encourages the public to attend related events. This measure is symbolic and does not create new laws or funding.
This bill designates the facility of the United States Postal Service located at 189 East Main Street in Xenia, Ohio, as the "Gilman 'Gil' Whitney Post Office Building".
Maddy summaryThe Countering Russia's War on Faith Act requires the U.S. government to produce annual reports detailing how Russian forces in occupied Ukrainian territories are persecuting religious groups such as Christians, Jews, and Muslims. These reports must document specific actions like the destruction of religious sites, the detention of clergy, and efforts to force local faith communities to align with the Russian Orthodox Church. If the President certifies that specific individuals or entities are responsible for these violations, the law mandates imposing sanctions on them under existing U.S. regulations. The bill focuses on gathering factual information and enforcing penalties against those directly involved in religious persecution, without speculating on the broader geopolitical outcomes of these actions.
Maddy summaryHR 5543, the Baltic Security Assessment Act of 2025, requires the U.S. State and Defense Departments to submit a report within 180 days of enactment. The report will assess emerging military, cyber, hybrid, and political threats to Estonia, Latvia, and Lithuania, including the roles of Russia, Belarus, China, Iran, and other actors. It will also evaluate U.S. and NATO military presence in the region, opportunities for defense cooperation, and recommendations to strengthen deterrence, cybersecurity, and democratic resilience in the Baltic countries. This bill directly affects U.S. foreign policy and defense planning regarding the Baltics, but does not create new programs or funding.
