Ban Russian Energy Imports Act This bill declares that a national emergency exists with respect to the aggression of Russia against Ukraine. During this emergency, the President must prohibit the importation of crude oil, petroleum, petroleum products, liquefied natural gas, and coal in which Russia or a Russian national has any interest. The bill exempts products that are already loaded or in transit at the time of this bill's enactment.

Servicemembers and Veterans Empowerment and Support Act of 2021 This bill modifies and implements policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have experienced military sexual trauma (MST), which is generally defined as physical assault of a sexual nature, battery of a sexual nature, or sexual harassment that occurred while the veteran was serving in the military. The VA must report on MST in the digital age. In the case of any veteran who claims that a covered mental health condition (e.g., post-traumatic stress disorder) based on MST was incurred or aggravated by active service, the VA must accept specified diagnoses and evidence as proof of service-connection. The VA may not deny a veteran's claim of compensation for a covered mental health condition based on MST without first (1) advising the veteran that nonmilitary evidence and behavioral evidence may constitute credible corroborating evidence, and (2) allowing the veteran an opportunity to furnish the corroborating evidence or advise the VA of potential sources of such evidence. The Veterans Benefits Administration must conduct an annual special focus review on the accuracy of the processing of claims for disability compensation for disabilities relating to MST. Additionally, the bill (1) expands access to mental health care at VA facilities for survivors of MST, and (2) requires the Government Accountability Office to report on access to such care for individuals who have experienced MST.

Reproductive Choice Act This bill provides statutory authority for certain Supreme Court holdings on abortion rights and restrictions in the cases of Roe v. Wade and Planned Parenthood of Southeastern Pennsylvania v. Casey . In Roe , the Court held that the Constitution protects a woman's decision to terminate her pregnancy. In Casey , the Court reaffirmed this holding and additionally held that state abortion regulations may not place a substantial obstacle in the path of a woman seeking an abortion before fetal viability (i.e., an undue burden). However, a state may (1) restrict abortions after viability, except when a pregnancy endangers the life or health of the woman; and (2) enact regulations to further the health or safety of a woman seeking an abortion, except for unnecessary health regulations that present a substantial obstacle to a woman seeking an abortion. The bill provides statutory authority for these holdings. It also specifies that the bill does not affect laws regarding conscience protection.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.

This resolution recognizes Black History Month as an opportunity to reflect on U.S. history and to commemorate the contributions of African Americans. It calls for the United States to (1) honor the contribution of pioneers who helped to ensure its legacy; and (2) move forward as a nation "indivisible, with liberty and justice for all."

This resolution commends the courage, resolve, and restraint shown by the Ukrainian people in their pursuit of sovereignty and democracy and reaffirms unwavering U.S. support for a secure, democratic, and independent Ukraine. It also condemns Russia's attempted annexation of Crimea in 2014 and denounces Russia's military buildup of over 150,000 troops on Ukraine's border.

Alaska Tourism Restoration Extension Act This bill extends for one year the authority for specified foreign-owned and -flagged cruise ships to transport passengers directly between ports in the states of Washington and Alaska without stopping in Canada. Under current law, these ships cannot transport passengers from one U.S. port to another without stopping in a foreign country. The bill applies to any foreign voyage that begins any date prior to February 28, 2023, on which Canada prohibits a vessel from berthing or docking in Canadian waters of the Pacific Coast due to the COVID-19 pandemic.

Reducing Hereditary Cancer Act of 2022 This bill provides for Medicare coverage of germline mutation testing for individuals with a personal or family history of a hereditary cancer gene mutation or suspected history of hereditary cancer, as well as for associated coverage of risk-reducing surgeries and screenings.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2021 This bill provides federal housing assistance to Indians and Native Hawaiians. Specifically, the bill reauthorizes through FY2032 and otherwise revises the Indian Housing Block Grant program and the Native Hawaiian Housing Block Grant program. Among other revisions to these programs, the bill expands allowable housing activities under the Indian program to include education-related stipends, college housing assistance, and other education-related assistance for low-income college students. Next, the bill authorizes the Department of Housing and Urban Development (HUD) to guarantee housing loans for Indians and Native Hawaiians through FY2032. HUD may make grants to eligible recipients of block grants for use in eliminating drug-related and violent crime. Additionally, the bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indian veterans who are homeless or at risk of homelessness and living in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. HUD must use at least 5% of rental assistance amounts under the HUD-VASH program, which provides housing assistance to homeless veterans, for the Tribal HUD-VASH program. The Tribal HUD-VASH program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.
