Authorizes the appropriation of the sum of five million dollars ($5,000,000) to the RI Public Transit Authority to continue services, hire and train more bus operators, and implement the State's Act on Climate goals.

Increases and reallocates the fees collected for motor vehicle inspections, including motorcycle inspections, with an allocation of ten dollars ($10.00) to the Rhode Island Public Transit Authority (RIPTA).
Prohibits individual who operates a recreational vehicle in a reckless or negligent manner which hinders the movement of other vehicles with a group of 2 more vehicles be guilty of felony, punishable by imprisonment up to 2.5 years and fine up to $2,000.
Provides that no train or light engine used in connection with the movement of freight be operated unless it had a crew consisting of at least 2 persons and includes the imposition of fines upon a company, individual or business for violations.
Requires that any person convicted of a charge of driving under the influence or refusal to submit to a chemical test, have an ignition interlock system installed in their vehicle as part of any sentence before being eligible for a license reinstatement.

Requires any contractor performing construction or maintenance for RIDOT, RITBA or any other construction on any state roads have in place an attenuator truck/crash truck with an operational camera.

Funds the state crime victim compensation program through an additional one dollar ($1.00) fine on traffic violations, exclusive of violations related to the parking of vehicles.
