American Space Commerce Act of 2021 This bill allows a special allowance for bonus depreciation for qualified domestic space launch property and extends the termination of such allowance until the end of 2032. The bill defines qualified domestic space launch property as property placed in service before January 1, 2033, that is (1) a space transportation vehicle or payload that is launched from the United States, or (2) other property or equipment placed in service to facilitate a space launch from the United States.

Filthy Fifty Act This bill requires the Department of Defense (DOD) to complete testing for perfluoroalkyl and polyfluoroalkyl substances (PFAS) at all military installations, formerly used defense sites, and state-owned facilities of the National Guard in the United States. PFAS are man-made and may have adverse human health effects. Not later than 60 days following the detection of PFAS at a military installation, formerly used defense site, or state-owned facility of the National Guard, DOD must take removal actions to ensure that all individuals served by a drinking water source contaminated by PFAS have access to drinking water that meets the applicable standard, regardless of whether DOD is the drinking water purveyor. Additionally, DOD must complete all physical construction required for the remediation of PFAS at such sites not later than 10 years after the enactment of this bill. DOD must report to Congress identifying the status of remediation efforts at 50 specified sites, such as England Air Force Base, Louisiana. DOD must complete all physical construction required for the remediation of PFAS at the 50 specified sites not later than five years after the enactment of this bill.

Doctors of Community Act or the DOC Act This bill reauthorizes and provides mandatory funding for graduate medical education programs operated by teaching health centers. The bill sets out funding levels through FY2033. Funding for FY2034 and beyond equals the preceding fiscal year's amount adjusted for medical inflation.

This resolution offers the condolences of the Senate regarding the death of Senator John William Warner and expresses deep appreciation for his outstanding and important service to his country.

State and Local Digital Service Act of 2021 This bill provides support for the establishment of digital services in state, county, local, and tribal governments. Specifically, the bill directs the General Services Administration (GSA) to establish (1) a Digital Service Grant Program to provide grants to such governments to establish or support a digital service team, and (2) a Digital Service Planning Grant Program to provide grants to create a plan to establish a digital service team. The GSA must (1) report periodically to Congress and make publicly available on its website information regarding the grants, and (2) issue guidance to streamline the procurement of federal services and technology by states, local governments, and Indian tribes.

This resolution recognizes the significance of Asian/Pacific American Heritage Month as an important time to celebrate the contributions of Asian Americans and Pacific Islanders to the history of the United States. The resolution also recognizes that the Asian American and Pacific Islander communities enhance the rich diversity of the United States.

National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or nonimmigrant visa, unless there is a statutory basis for such discrimination. The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific and credible facts that threaten U.S. interests such as security or public safety. The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to (1) only issue a restriction when required to address a compelling government interest, and (2) narrowly tailor the suspension to use the least restrictive means to achieve such an interest. Before imposing a restriction, the State Department and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition. If such a report is not made, the restriction shall immediately terminate. Individuals or entities present in the United States and unlawfully harmed by such a restriction may sue in federal court. DHS may suspend the entry of aliens traveling to the United States on a commercial airline that failed to comply with regulations related to detecting fraudulent travel documents.

Clean Water Standards for PFAS Act of 2021 This bill directs the Environmental Protection Agency (EPA) to develop requirements and incentives to limit the discharge of perfluoroalkyl and polyfluoroalkyl substances (PFAS) into certain waters of the United States. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Within two years, the EPA must publish water quality criteria for each measurable perfluoroalkyl substance, polyfluoroalkyl substance, and class of PFAS. The water quality criteria must determine how much of these substances can be present in water before it is likely to harm human health. Within four years, the EPA must publish a final rule that establishes, for each priority industry category specified in the bill, effluent limitations guidelines and standards for the discharge of each measurable perfluoroalkyl substance, polyfluoroalkyl substance, and class of PFAS. Under the Clean Water Act, effluent limitations restrict the quantities, rates, and concentrations of chemical, physical, biological, and other constituents which are discharged from point sources (e.g., a discernible source such as a pipe) into navigable waters, the ocean, or other specified waters. In addition, the EPA must award grants to owners and operators of publicly owned treatment works for implementing the effluent limitations guidelines and standards.

Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types. The Government Accountability Office must report on the resulting utilization and effectiveness of such tests.

Bicycle Commuter Act of 2021 This bill modifies provisions relating to the tax exclusion for employer-provided fringe benefits for bicycle commuting. Specifically, the bill (1) repeals the suspension (for the period between 2018 and the end of 2025) of the exclusion, (2) includes bikeshare (a bicycle rental operation providing for pick up and drop off) and low-speed electric bicycle within the definition of bicycle for purposes of the exclusion, and (3) modifies the limitation on the exclusion to provide for a specified monthly limitation amount (i.e., 30% of the parking fringe benefit amount).
