Countering Economic Coercion Act of 2022 This bill authorizes the President to take certain actions to assist foreign trading partners affected by economic coercion. Economic coercion refers to actions or threats undertaken by a foreign adversary to restrain, obstruct, or manipulate trade, foreign aid, investment, or commerce with the intent to cause economic harm or influence sovereign political actions. Specifically, the bill authorizes the President (upon a determination that a foreign trading partner is subject to economic coercion) to exercise specified authorities to support or assist the foreign trading partner. These authorities include, among others, decreasing duties or modifying tariff-rate quotas on imports from the foreign trading partner, requesting appropriations for foreign aid, and expediting export licensing decisions and regulatory processes. The President must consult with Congress prior to exercising any authority. Additionally, the President must publish notice in the Federal Register related to the exercise of such authority. Any determination of economic coercion must be revoked at the earliest of (1) two years from the date of determination, (2) upon a joint resolution of Congress, or (3) when the President revokes the determination. The bill also directs the President to endeavor to coordinate with other foreign trading partners to broaden economic support for the foreign trading partner.

Veterans' Compensation Cost-of-Living Adjustment Act of 2022 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2022. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

Improving Access to the VA Home Loan Act of 2022 This bill requires the Department of Veterans Affairs (VA) to update regulations, requirements, and guidance related to appraisals for housing loans guaranteed by the VA. Specifically, such regulations or requirements must specify when an appraisal is required, how an appraisal is to be conducted, and who is eligible to conduct an appraisal for such loans. The VA must also provide additional guidance for desktop appraisals, which are performed remotely using information gathered by third parties with whom a VA-approved appraiser has entered into an agreement for such appraisal. In updating such guidance, the VA must specifically take into account situations where (1) desktop appraisals provide cost savings for borrowers, and (2) a traditional appraisal requirement could cause time delays and jeopardize the completion of a transaction.

This resolution designates June 2022 as National Post-Traumatic Stress Awareness Month and June 27, 2022, as National Post-Traumatic Stress Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages the leadership of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.

Checks and Balances Act This bill expands congressional oversight of guidance documents (and other statements of policy) issued by a task force or similar entity composed of members of a federal agency.

Political Bias In Algorithm Sorting Emails Act of 2022 or the Political BIAS Emails Act of 2022 This bill restricts email providers from applying filtering algorithms that label political campaign messages as spam and requires providers to publicly report on their email delivery practices.

INvestor Democracy is EXpected Act or the INDEX Act This bill establishes guidelines for passively managed funds (e.g., index funds) that vote shares on behalf of fund investors in proxy shareholder votes. Under the bill, these funds generally must vote shares on a proportional basis according to instructions from fund investors. The bill establishes an exemption for routine matters and matters requiring approval of a majority of outstanding securities. Additionally, the bill establishes a safe harbor from these requirements for investment advisers.

Don Young Arctic Warrior Act This bill requires the military departments and the Department of Defense (DOD) to provide certain benefits to specified members of the Armed Forces who are assigned to a duty station in Alaska or those assigned to perform cold weather operations. Additionally, DOD must establish various programs and incentives for certain behavioral health students or professionals.

Bruce's Law This bill reauthorizes certain grants through FY2027 and sets out other activities to address the dangers of fentanyl-related drug overdoses, with a particular focus on fentanyl contamination. Specifically, the bill (1) reauthorizes grants that are available through the White House Office of National Drug Control Policy (ONDCP) for community-based coalitions to address local drug crises, and (2) authorizes new grants for coalitions to implement education and prevention strategies in communities that face significant levels of drug overdoses related to fentanyl and other synthetic opioids. The ONDCP may delegate authority to execute the new grants to the Centers for Disease Control and Prevention. Additionally, the Department of Health and Human Services (HHS) must carry out a campaign to increase public awareness of the dangers of fentanyl, including the risk of fentanyl contamination in counterfeit drugs. The bill also establishes an interagency work group to coordinate and improve federal efforts to reduce and prevent overdoses involving fentanyl contamination in illegal drugs. Work group members include the ONDCP, HHS, the Department of Justice, and the Department of State.

Helping Open Underutilized Space to Ensure Shelter Act of 2022 or the HOUSES Act of 2022 This bill authorizes the sale of certain federal land to states and units of local government for projects to provide housing. Specifically, the bill authorizes a state or unit of local government to nominate, for consideration for conveyance by the Department of the Interior, one or more tracts of public lands within the boundary of the state or unit of local government to carry out an eligible project to provide housing. Interior may not offer to convey to a unit of local government such a tract until it receives from the governor of the state approval for the conveyance. Interior may not convey to a state or unit of local government such a tract until the state or unit of local government has in effect any ordinances, statutes, or regulations that are necessary to ensure compliance with the project proposal.
